Sep 6City and County of Honolulu - Department of Environmental Services Collection Systems Maintenance The Department of Environmental Services (ENV) will be smoke testing portions of the waste water collection system in the Makakilo area between October 7 to October 25, 2019. The testing will be performed by a City's ENV crew during normal business hours and generally should not affect the public. You do not need to be present but you may notice City personnel working in the area.
