POLICY OF NON-DISCRIMINATION The City and County of Honolulu through its Department of Community Services will administer the HOME Investment Partnerships Program (HOME) in a non-discriminatory manner as required by its Affirmative Marketing Plan. The HOME Program provides financial assistance for the rehabilitation and construction of residential housing units. Owners of residential dwellings participating in the HOME Program will also be required to affirmatively market available dwelling units through public advertising, maintenance of records, and provide fair housing information to applicants and tenants.
