Notice of Funding Availability HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM The City and County of Honolulu's Department of Community Services, through its Department of Budget and Fiscal Services Purchasing Division, is soliciting applications from qualified non-profit agencies for the following program: HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) program funds are provided through the United States Department of Housing and Urban Development (HUD) under the AIDS Housing Opportunity Act, as amended (42 U.S.C.
