Jul 28City and County of Honolulu - Department of Environmental Services Collection Systems Maintenance The Department of Environmental Services (ENV) will be smoke testing portions of the wastewater collection system in the Hawaii Loa Ridge area between August 27th to September 7th, 2018. The testing will be performed by a City's ENV crew during normal business hours and generally should not affect the public.
