The State of Hawaii Department of Health will hold a public hearing for the proposed amendment of Hawaii Administrative Rules chapter 11-41, which regulates lead-based paint abatement and related activities. Major proposed amendments align state regulations with updates to the US Environmental Protection Agency's federal regulations, including changes to the dust-lead hazard definition, renaming the dust-lead "clearance levels" as post-abatement "action levels," and lowering the action levels. An additional state-initiated change is proposed to require principal instructors for lead-based paint activities training programs to maintain current certification in the disciplines they teach. The proposed amendments are posted online at https://health.hawaii.gov/opppd/administrative-rules/ (...)
