State of Hawaii Hawaii Public Housing Authority NOTICE IS HEREBY GIVEN that the Hawaii Public Housing Authority (HPHA), in accordance with 24 C.F.R. 982.206 and Chapter 17-2031, Hawaii Administrative Rules, will open its Housing Choice Voucher (HCV, a.k.a. Section 8) waiting list and Project-Based Voucher (PBV) waiting lists for low-income applicants on Oahu.
