CHANGE IN MEETING DATE

Pursuant to Section 3-107(8) of the Revised Charter of the City and County of Honolulu 1973 (Amended 2017 Edition), as amended, notice is hereby given that the December 10, 2025 Regular Meeting/Public Hearing of the Council has been rescheduled to December 3, 2025.

1. Resolution 25-320 – Confirming the reappointment of Geena Thielen to serve on the Building Board of Appeals of the City and County of Honolulu.

2. Resolution 25-321 – Confirming the appointment of Gaison Ontai to serve on the Fire Commission of the City and County of Honolulu.

3. Resolution 25-322 – Confirming the appointment of Gary Yabuta to serve on the Police Commission of the City and County of Honolulu.

4. Bill 55, CD1 – Relating to Multi-Family Rental Housing Program fees. (Establishing fees for the City and County of Honolulu’s Multi-Family Rental Housing Program.)

5. Bill 63, CD1 – Relating to real property taxation. (Addressing the dedication of certain property for affordable long-term residential rental use.)

6. Bill 66, CD1 – Relating to exceptional trees. (Amending the register of exceptional trees, including certain relevant provisions governing exceptional trees.)

7. Bill 71, CD1 – Relating to shared streets. (Addressing provisions related to shared streets.)

The item listed below has been published in anticipation of the actions to be taken by the Committee on Zoning & Planning; and therefore, the City Council may or may not take action on the item or any amendments proposed thereto.

8. Bill 70 and any amendments proposed thereto by the Committee on Zoning & Planning – Relating to parks and playgrounds. (Allowing dog parks to be credited toward satisfying the requirements for the provision or dedication of land for park and playground purposes.)

Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to:

A three-minute presentation on Public Hearing and New Business items; and
A one minute presentation on all other items.

As both English and Hawaiian are official languages of the State of Hawai’i, pursuant to Article XV, Section 4 of the Hawai’i State Constitution and Section 1-13 of the Hawai’i Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ‘Olelo Hawai’i, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.

Persons wishing to testify in-person in the Council Chamber are requested to register by 10 a.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.
