Notice of Public Hearing
Notice is hereby given of a public hearing to be held by the Department of Budget and Fiscal Services, City and County of Honolulu (“City”), for the proposed adoption of City Administrative Rules Chapter 63, Sponsorship of City Assets Other Than the Honolulu Zoo (2025).
The purpose of the public hearing is to establish administrative rules to comply with and implement, administer, and enforce the requirements of Ordinance 25-21, including prescribing the procedures for the Sponsorship of City Assets Other Than the Honolulu Zoo.

Availability of Proposed Rules
The proposed rules are available for review online at www.honolulu.gov/budget/rules, or at the Department of Budget and Fiscal Services, 530 South King Street,
Room 208, Monday through Friday between the hours of 7:45 a.m. and 4:30 p.m. A copy of the proposed rules will be mailed to any interested person who requests a copy and pays the required fees for the copy and the postage. For assistance, please call the Department at (808) 768-3901.
Public Testimony
All interested persons are invited to attend the public hearing either in-person or remotely to state their views on the adoption of the proposed rules verbally, in writing, or both. So that all in attendance will have the opportunity to speak at the public hearing, time limits for each person’s oral testimony may be imposed. Attendance at the public hearing is not necessary to submit testimony. Written testimony may be emailed to bfsmail@honolulu.gov, faxed to (808) 768-3179, or mailed to the Department of Budget and Fiscal Services, 530 South King Street, Room 208, Honolulu, HI 96813. Written testimony must be received by 4:30 p.m. on the date of the hearing. All testimony is collected for use during the public hearing process; therefore, all testimony is public information, including any personal information (i.e., home address, telephone number, email address) on written submissions.
