Bill 75: Repeals Section 5 of Ordinance No. 22-94 and Amends Chapter 18, Article 4, Division 1, Section 18-90, of the Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to Fares for Public Transportation. Extends the temporary suspension of fares for all mass transit riders through December 31, 2028. The fare suspension will not apply to County-contracted shared-ride services or curb-to-curb van services operated by the Department of Parks and Recreation. Ayes: Council Members Hustace, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 8; Noes: None; Absent: Council Member Galimba – 1; Excused: None.
Bill 76: Amends Ordinance No. 25-45, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2026. Appropriates revenues in the Hawai’i Community Foundation – Financial Empowerment Services (Private) account ($125,000); and appropriates the same to the Hawai’i Community Foundation – Financial Empowerment Services – Program account. Ayes: Council Members Hustace, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 8; Noes: None; Absent: Council Member Galimba – 1; Excused: None.
Bill 77: Amends Ordinance No. 25-45, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2026. Increases revenues in the Fund Balance from Previous Year account ($350,000); and appropriates the same to the Kulaimano Operating Maintenance account. Ayes: Council Members Hustace, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 8; Noes: None; Absent: Council Member Galimba – 1; Excused: None.
Bill 78 (Draft 2): Amends Ordinance No. 25-46, as Amended, Relating to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2025, to June 30, 2026. Adds the Finance Land/Facility Acquisitions Project ($1,150,000) and the Land/ Facility Acquisitions – Federal Project ($850,000) to the Capital Budget. Funds for these projects shall be provided from General Obligation Bonds, Capital Projects Fund – Fund Balance and/or other Sources ($1,150,000) and Federal Grants Receivable ($850,000). Ayes: Council Members Hustace, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 8; Noes: None; Absent: Council Member Galimba – 1; Excused: None.
Bill 79: Amends Ordinance No. 25-46, as Amended, Relating to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2025, to June 30, 2026. Adds the Environmental Management Kealakehe Wastewater Treatment Plant R-1 Upgrade Project ($31,000,000) to the Capital Budget. Funds for this project shall be provided from General Obligation Bonds, Capital Projects Fund – Fund Balance and/or other Sources.
