CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY ACT (CARES ACT)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

Through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) passed by the United States Congress on March 27, 2020, as Public Law 116-136, the City was awarded $4,872,982.00 in CDBG Funds. Subsequently, the City has also been awarded two additional CDBG CARES Act allotments of $3,089,159.00 and $6,445,350.00, respectively.

Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, the proposed amendments to the City’s Twenty-Fifth (25th) Year Action Plan are provided for your information. The City desires to reprogram CARES Act funds to projects that can utilize the funds immediately in order to achieve CARES Act CDBG goals more efficiently and expediently. The proposed revisions to the CARES Act CDBG projects are provided for your information and use.

CARES ACT – CDBG Project Description and Allocation Revisions

REDUCTION IN AWARD OF $102,349.39
Hawai’i Public Health Institute – CDBG Public Service/Food and Meal Access
Project Description: Provision of grant or contract funds for a new service to provide or support access to food or meals for elderly persons, including quarantined elderly individuals and/or elderly individuals that need to maintain social distancing due to medical vulnerabilities as a result of the coronavirus. CDBG funds will be granted to Hawai’i Public Health Institute to provide or support access to food or meals for elderly persons aged 62 and older on O’ahu, an eligible activity under 24 CFR § 570.201(e) that meets the CDBG national objective described in 24 CFR § 570.208(a)(2)(i)(A), as an activity benefitting elderly persons presumed to be principally low- and moderate-income.

DCS Eviction Prevention – CDBG Public Service/Increased Capacity
Project Description: Provision of grant funds for an eviction/homeless prevention program for households impacted by the coronavirus, which includes financial assistance, including rental assistance and utility assistance for up to six (6) months. This is a new project

CDBG funds will be used to stand up a homeless prevention program for providers that:

Provided homeless prevention services, both rental and support services, to households earning 50% or less than the area median income and households that meet the definition of “at risk of homelessness” in 24 CFR § 576.2 except with regard to meeting the condition to 24 CFR § 576.2(1)(iii).
Provided services after March 27, 2020, and
Previously applied for homeless prevention, eviction prevention, or rental assistance funding from the City in the last 3 years, or was recently awarded a homeless prevention contract from the City

The public service qualifies as an eligible activity under 24 CFR § 570.201(e), and in accordance with Docket No. FR6218-N-01, published in Federal Register No. 85, No.162, dated August 20, 2020, Section III.B.5(f)(i)(page 51467), emergency payments may be made for up to six consecutive months for housing and utilities, among other items. The project meets the national objective of serving low and moderate-income persons through having income eligibility requirements, pursuant to 24 CFR §570.208(a)(2)(i)(B).

Project Vision COVID testing
Project Description: CDBG CV funds will be used to identify and test people experiencing homelessness who are at-risk of COVID-19 infection, in order to mitigate community spread and provide medical treatment. Project Vision Hawai’i will work with the community health centers, shelters, homeless service providers, private medical service providers, and the Partners in Care network to provide COVID-19 testing using a mobile health unit to reach rural and underserved communities in the City and County of Honolulu. Project Vision Hawa’i will provide recreational vehicles (RVs) with Wi-Fi access, clinical supplies and telehealth equipment; drivers and outreach staff. Community health centers will provide medical personnel, support staff, and COVID-19 tests.

I.H.S. Acquisition – Non Congregate Shelter
Project Description: Acquisition and rehabilitation of a property to provide non-congregate shelter for homeless households, including those that have lost the ability to self-preserve and social distance during the coronavirus, mostly due to mental illness, substance abuse, or other medical issues.

CDBG funds will be used for the acquisition and rehabilitation of real property to serve as a homeless shelter, an eligible activity under 24 CFR § 570.201(c), that will meet the CDBG national objective of serving presumed benefit clientele, specifically homeless persons, as described in 24 CFR § 570.208(a)(2)(i)(A).

Hale Kipa, Inc. – Emergency Shelter and Family Assessment Center
Project Description: Support the rehabilitation of a property to provide non-congregate shelter space and additional support services in response to the coronavirus and to support households at risk of or experiencing homelessness.

CDBG funds will be used for the rehabilitation of real property to serve as a shelter and navigation center, an eligible activity under 24 CFR §570.201(c), that will meet the CDBG national objective of serving presumed benefit clientele, specifically homeless persons as described in 24 CFR §570.208(a)(2)(i)(A).

Project Description: Provision of grant funds for administrative support of the DCS CBDD. The City certifies that CDBG administrative funds will not be used to pay for staff time administering the ESG and HOPWA programs. This is a continuation project.

DCS, TEAM WorkHawaii – Outreach Program for Unemployed, Early Release Detainees, and current residents of Hale Mauliola
Project Description: DCS will operate the Team WorkHawaii program which includes the provision of grant funds for case management services and emergency payments on behalf of individual or families for up to six consecutive months who are low- to moderate-income (LMI) persons experiencing homelessness or at-risk of becoming homeless, specifically targeting the unemployed or early-released detainees, who were either released early because of COVID, or having difficulty finding employment because of COVID. Additionally, three months of rental assistance and security deposit will be provided for current residents of Hale Mauliola. Team WorkHawaii will also provide homeless prevention services including four months of rental arrears and one month of future rent, for approximately 40 households. Pursuant to Docket No. FR-6218-N-01) published In the Federal Register Vol. 85, No 162, dated August 20, 2020, Section III.B.5.(f)(i) (page 51467), CDBG–CV funds may be used to provide emergency payments for individuals or families impacted by coronavirus for items such as food, clothing, housing (emergency rental assistance or mortgage assistance) or utilities for up to six consecutive months. Emergency payments will be made to the provider of such items or services on behalf of an individual or family, and not directly to an individual or family in the form of income. Services provided by DCS employees will include case management and homeless prevention services, navigation into emergency or transitional shelter, special needs group home, health care facility or permanent supportive housing as fits each LMI client on a case by case basis. In addition, services will include networking with businesses and employers to identify organizational vacancies and encourage placement of the LMI clients that have been adversely impacted by COVID-19. This is a new project.
CDBG funds will be used to manage a direct public services program that provides; LMI client referrals for health care services, drug abuse services, education, training, fair housing counseling, and welfare services, eligible under 24 CFR § 570.201(e), and will meet the CDBG national objective described in 24 CFR § 570.208(a)(2)(i)(B), as an activity that require information on family size and income so that it evident that at least 51 percent of the clientele are persons whose family income does not exceed the low and moderate income limit.

Project Description: Provision of grant or contract funds for a new service to provide or support access to food or meals for elderly persons, including quarantined or homebound elderly individuals, elderly individuals that need to maintain social distancing due to medical vulnerabilities, and/or elderly individuals experiencing food insecurity as a result of the coronavirus.
CDBG funds will be granted to Wai’anae Coast Comprehensive Health Center to provide or support access to food or meals for elderly persons aged 62 and older on O’ahu’s Leeward Coast, an eligible activity under 24 CFR § 570.201(e) that meets the CDBG national objective described in 24 CFR § 570.208(a)(2)(i)(A), as an activity benefitting elderly persons presumed to be principally low- and moderate-income.

Family Promise of Hawai’i – Emergency Non-Congregate Shelter and Wraparound Services
Project Description: Provision of grant funds to rent underutilized structures such as hotel rooms to create shelter for people experiencing homelessness and for individuals and households unable to practice social distancing due to overcrowding or shared living spaces. In addition to rent, funds will also be used to pay for labor, supplies, and material as well as to operate and/or maintain the portion of a facility in which the public service is located.
