NOTICE OF PUBLIC HEARING
MAUI PLANNING COMMISSION

The Maui Planning Commission of the County of Maui hereby gives notice of a public hearing on October 14, 2025, commencing at 9:00 a.m., or as soon thereafter as is practicable either at the Planning Department Conference Room, Kalana Pakui Building, 250 South High Street, Wailuku, Maui, Hawai’i 96793 and also via a videoconferencing platform, on the following matter:

PUBLIC HEARING

1. KATE BLYSTONE, PLANNING DIRECTOR, referring to the Maui Planning Commission a proposed bill to amend the West Maui Community Plan, Ordinance 5334 (2021), relating to building height for new construction in the Lahaina National Historic Landmark District (ZPA2025-00008)

2. A BILL FOR AN ORDINANCE AMENDING CHAPTER 19.36B AND 19.500 MAUI COUNTY CODE RELATING TO OFF-STREET PARKING SPACE REQUIREMENTS FOR HOUSING

Ms. Kate L.K. Blystone, Planning Director, referring to the Maui Planning Commission, a proposed bill to amend Chapter 19.36B and Chapter 19.500 of the Maui County Code. The proposed bill initiated by the County Council through Resolution No. 25-152 would amend the residential parking requirements currently based upon size of structure to a requirement based upon number of bedrooms. An additional proposed amendment would address nonconforming parking and loading related to nonconforming structures that add bedrooms. The Commission will consider these amendments and potential alternatives presented by the Department.

The subject public hearing will be conducted in accordance with Hawai’i Revised Statute Chapter 91, the Maui County Code and Rules of the Maui Planning Commission. Information pertaining to the subject applications may be obtained from the Maui County Planning Department, 2200 Main Street, Suite 315, Wailuku, Maui or by email at planning@mauicounty.gov.

Petitions to intervene shall be in conformity with Section 12-201-20 of the Rules of Practice and Procedure for the Maui Planning Commission and shall be filed with the Commission and served upon the applicant no less than ten (10) days before the first public hearing date. Filing of all documents to the Commission is c/o the Maui Planning Department, 2200 Main Street, Suite 315, Wailuku, Maui, Hawai’i 96793. The deadline for the filing of a timely petition to intervene if the first public hearing date is on October 14, 2025, is September 30, 2025.

All testimony regarding the subject applications may be filed prior to the date of the hearing by providing 15 copies of said written testimony to the Department of Planning by mail at: Planning Department, 2200 Main Street, Suite 315, Wailuku, Hawai’i 96793 or online via the Dropbox links posted below each item above. Written testimony should be submitted two business days prior to the public hearing to ensure distribution to the commissioners; however, testimony submitted after such date will still be accepted by the Board until the closing of public testimony at the hearing. Further information will be provided on the posted meeting agenda.

270-7735 at least three days before the date of the scheduled public hearing. For requests received sooner than three days prior to the hearing, every attempt will be made to accommodate the request, but it cannot be guaranteed.
