Bill 21 (Draft 2): Amends Chapter 2, Article 15, of the Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to Nepotism. Adds provisions and definitions consistent with standards set forth in Section 84-13.2 of the Hawai’i Revised Statutes, which are intended to provide for fair and impartial hiring, personnel, and contracting practices within the workplace. Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 9; Noes: None; Absent: None; Excused: None.

Bill 36: Adopts a Pay Plan for Persons Employed by the County Other than Those Whose Pay is Otherwise Provided for, Designating Payroll Periods, Pay Days, Prescribing Requirements with Respect to Official Fidelity Bonds, and Repealing Ordinance No. 24-28 and All Amendments Thereto, Said Ordinance to be Known as the Salary Ordinance of 2025. Establishes rates of compensation for appointed employees in the Legislative Branch and the Office of Housing and Community Development, the County Physician, Student Helpers, and Senior Community Services Aids for various County agencies, and incorporates updates to minimum wage positions. Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 9; Noes: None; Absent: None; Excused: None.

Bill 37: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2025. Increases revenues in the Fund Balance from Previous Year account ($70,000,000); and appropriates the same to the Provision for Compensation Adjustment-General account. Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 9; Noes: None; Absent: None; Excused: None.

Bill 43: Amends Ordinance No. 23-40, Which Amends Ordinance No. 22-125, Which Authorizes the Mayor to Enter Into an Intergovernmental Agreement for a State Water Pollution Control Revolving Fund Loan for Wastewater Public Improvement Projects and Authorizes the Issuance of $17,000,000 General Obligation Bonds for the Purpose of Financing Qualified Wastewater Public Improvements of the County of Hawai’i. Increases the amount of funds for the Hilo Wastewater Treatment Plant Rehabilitation Project from $17 million to $52 million. Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 9; Noes: None; Absent: None; Excused: None.
