ASSISTANT LIQUOR CONTROL ADMINISTRATOR

Appointed, Non-Civil Service Position
Salary: $125,000
Assists the Liquor Control Administrator in the administration of the Liquor Commission with primary responsibility for daily operations. Responsible for the general supervision and coordination of the operations and activities of the Administrative Service Branch and the Field services Branch; Assists in reviewing, planning, developing, and administering the policies and rules relating to the operation of the Liquor Commission; Administers policies, procedures and rules relating to application and issuance of liquor licenses and the enforcement of state liquor laws in accordance with requirements prescribed by state liquor laws and the rules of the liquor commission. The position reports to and is under the direct supervision of the Liquor Control Administrator.
Minimum Qualifications:
A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in business or public administration or a closely related field, and four years of progressively responsible general administrative experience, two of which must have been in a supervisory capacity. The supervisory work experience must include planning, assigning, reviewing and evaluating the work of and training employees.
The selected applicant shall be a citizen of the United States for at least one year immediately preceding the appointment.
Preferred Experience:
Working knowledge and experience with liquor industry organizations; organizational operations and management; media and public outreach/relations; testifying at administrative, legislative, and public hearings. In addition, knowledge of the liquor laws of Hawaii, and rules and regulations of the Honolulu Liquor Commission; principles of governmental accounting and budgeting; public relations; investigative methods and procedures; and report writing.
The successful applicant must demonstrate the ability to plan, organize, direct and coordinate the work of others; interpret and apply pertinent laws, rules and regulations, and directives; prepare authoritative recommendations relating to operations, organization, administrative standards and procedures, budgeting, and personnel requirements; make sound management decisions; provide effective control over fiscal, personnel and administrative housekeeping activities.
