Notice of Funding Availability
HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM
The City and County of Honolulu’s Department of Community Services, through its Department of Budget and Fiscal Services Purchasing Division, is soliciting applications from qualified non-profit agencies for the following program:
HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) program funds are provided through the United States Department of Housing and Urban Development (HUD) under the AIDS Housing Opportunity Act, as amended (42 U.S.C. Chapter 131), for the benefit of low-income persons living with HIV/AIDS and their families. The City anticipates that approximately $732,613.00 in funding for Fiscal Year 2026 is to be available for Short-Term Rent, Mortgage, and Utilities Assistance (STRMU), Tenant-Based Rental Assistance (TBRA), and supportive services for persons living with HIV or AIDS to help them obtain and maintain housing. The final amount of HOPWA funds available will be subject to the appropriation of HOPWA funds by the federal government, the execution of the HOPWA grant agreement between the City and HUD, and the appropriation of HOPWA funds by the Honolulu City Council.

Applications must be submitted to the Department of Budget and Fiscal Services Purchasing Division at Honolulu Hale, 530 South King Street, Room 115, Honolulu, Hawai’i 96813, by the date and time stated in the NOFA packet, as amended.
