1. Resolution 25-54 – Confirming the appointment of Sandy Ma to serve on the Climate Change Commission of the City and County of Honolulu.
2. Resolution 25-55 – Confirming the appointment of Nancy Cassandro to serve on the Commission on Culture and the Arts of the City and County of Honolulu.
3. Resolution 25-57 – Confirming the reappointment of Eliza Talbot Manchester to serve on the Economic Revitalization Commission of the City and County of Honolulu.
4. Resolution 25-58 – Confirming the reappointment of Bobby-John “Olu” Campbell to serve on the Economic Revitalization Commission of the City and County of Honolulu.
5. Bill 61 (2024), CD1 – Relating to wheelies. (Promoting public safety for drivers and pedestrians using the public transportation system in the City and County of Honolulu by addressing the performance of stunts on public roadways.)
6. Bill 1, CD1 – Relating to public places. (Authorizing outdoor dining services on certain public places.)
7. Bill 3 – Relating to incentives for businesses. (Amending Chapter 35, Revised Ordinances of Honolulu 2021 (“ROH”), to address certain obsolete or unnecessary provisions.)
8. Bill 4, CD1 – Relating to sponsorships. (Reestablishing a process to obtain sponsorships for City facilities, parks, programs, equipment, and tangible property within set guidelines and procedures for the purpose of optimizing non- property tax revenue sources.)
9. Bill 6, CD1 – Relating to structures. (Addressing structures on, above, or below public sidewalks or malls.)
10. Bill 9 – Relating to fees and charges. (Directing the Office of Council Services to prepare a consolidated table of fees and charges found in the Revised Ordinances of Honolulu 2021, and to insert the table in the Revised Ordinances of Honolulu 2021.)
The items listed below have been published in anticipation of the action to be taken by the Committee on Public Safety & Customer Services; and therefore, the City Council may or may not take action on the items or any amendments proposed thereto.
11. Bill 5 – and any amendments proposed thereto by the Committee on Public Safety & Customer Services – Relating to animal recovery. (Addressing farm animal control.)
12. Bill 8 – and any amendments proposed thereto by the Committee on Public Safety & Customer Services – Relating to animal nuisances. (Amending and modifying provisions related to animal nuisances.)
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to:
A three-minute presentation on Public Hearing and New Business items; and
A one minute presentation on all other items.
As both English and Hawaiian are official languages of the State of Hawai’i, pursuant to Article XV, Section 4 of the Hawai’i State Constitution and Section 1-13 of the Hawai’i Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ‘Olelo Hawai’i, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.
Persons wishing to testify in-person in the Council Chamber are requested to register by 10 a.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.
