Notice of Public Hearing
Notice is hereby given of an in-person and remote public hearing meeting to be held by the Director of the Department of Human Resources (“Director” and “DHR”), City and County of Honolulu (“City”), on Friday, November 29, 2024, at 10:00 a.m. at the Fasi Municipal Building (650 South King Street), 10th Floor Large Conference Room, to consider proposed amendments to the administrative rules of the Department of Human Resources, Civil Service Rules, Rules of the Director, Chapter 3, Filling Positions in the Civil Service, Subchapter 3, Examination, and Subchapter 4, Certification. This notice is provided pursuant to Section 91-3, Procedure for adoption, amendment, or repeal of rules, Hawaii Revised Statutes, Section 13-106, Revised Charter of the City and County of Honolulu, and Civil Service Rule Section 2-11(e). The proposed amendments are as follows:
Subchapter 3, Examination: Changes to allow for further use of electronic means and methods to provide and receive information. Section 3-15(b). Allows qualified applicants to be notified of the date, time, and place of examinations via electronic mail, other method of communication, or both. Section 3-17(a). Allows applicants who participated in examinations to be notified their test results examination via electronic mail, other method of communication, or both. Changes to enhance clarity. Section 3-15(c). Allows an applicant to take an examination at another date, time, or place other than at the exception by Director if required by law (i.e., the Uniformed Services Employment and Reemployment Rights Act “USERRA”).
Subchapter 4, Certification: Changes to interview eligibility and increased discretion for the Director of Human Resources and appointing authorities. Section 3-22(a). Reduces the eligibility period of an open or promotion eligible list from one (1) year to one (1) month from the date it is established and allows the Director of Human Resources to shorten the eligibility period at the director’s discretion. Section 3-25(a). Allows appointing authorities to identify and develop, prior to receiving an open-competitive eligible list, additional job-related requirements specific to their program needs, and apply such requirements to further narrow the list of eligible candidates who will be offered interviews. Section 3-25(c). Extends the period of time the appointing authority may waive the interview requirement of an eligible from twelve (12) to eighteen (18) months.

A copy of the proposed amendments will be mailed to any interested person who requests a copy and pays the required fees for the copy and the postage, if any. Requests can be made in-person at the Department of Human Resources, 650 South King Street, 10th Floor, Monday through Friday between the hours of 7:45 a.m. and 4:30 p.m., by email to dkubota@honolulu.gov, by fax to (808) 768-5563, or by calling the Department at (808) 768-8500.
Public Testimony
All interested persons will have the opportunity to submit data, views, or arguments, orally or in writing. Attendance at the public hearing is not necessary to submit testimony. Written testimony may be emailed to dkubota@honolulu.gov, faxed to (808) 768-5563, or mailed to the Department of Human Resources, 650 South King Street, 10th Floor, Honolulu, HI 96813. Written testimony to the Department must be received by 4:30 p.m. on the last business day before the hearing date in order to be considered. All testimony is collected for use during the public hearing process; therefore, all testimony is public information, including any personal information (i.e., home address, telephone number, email address) on written submissions.
