1. Resolution 24-261 – Relating to the appointment of Kehaulani Pu’u to serve on the Board of Water Supply of the City and County of Honolulu.
2. Resolution 24-262 – Confirming the appointment of Trevor Abarzua to serve on the Board of Parks and Recreation of the City and County of Honolulu.
3. Bill 64 (2023), FD1, CD1 – Relating to use regulations. (Addressing the regulation of uses throughout Chapter 21, Revised Ordinances of Honolulu 2021 [“Land Use Ordinance” or “LUO”].)
4. Bill 51, CD1 – Relating to adaptive reuse. (Amending the Revised Ordinances of Honolulu to safely and sustainably increase the supply of housing by allowing for the adaptive reuse of existing commercial buildings.)
5. Bill 56 – Relating to the use of malls. (Addressing the use of pedestrian malls.)
6. Resolution 24-248 – Authorizing the use of overt video monitoring in the City and County of Honolulu in West O’ahu.
The items listed below have been published in anticipation of the actions to be taken by the City Council Standing Committees; and therefore, the City Council may or may not take action on the items or any amendments proposed thereto.
7. Bill 62 (2023) – and any amendments proposed thereto by the Committee on Public Infrastructure and Technology – Relating to fire safety. (Updating the Fire Code of the City and County of Honolulu.)
8. Bill 55 – and any amendments proposed thereto by the Committee on Public Safety – Relating to the adoption of the 2021 State Fire Code. (Adopting the 2021 State Fire Code as adopted by the State of Hawai’i on January 20, 2023, subject to certain amendments that shall apply to the City.)
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to:
A three-minute presentation on Public Hearing and New Business items; and
A one minute presentation on all other items.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.
Persons wishing to testify in-person in the Council Chamber are requested to register by 10 a.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.
