EMERGENCY SOLUTIONS GRANTS (ESG) PROGRAM
On July 28, 2023 the City and County of Honolulu (City) published a Public Notice in the Honolulu Star-Advertiser a list of projects for the City’s Twenty- Seventh (27th) Year Action Plan for Fiscal Year 2022 (July 1, 2021 – June 30, 2022) proposing to reprogram ESG funds to Fiscal Year 2022 projects that could utilize the funds immediately, in order to achieve ESG program goals more efficiently and expediently. The City is issuing a revision to the Public Notice to revise the ESG FY 2022 funding proposed for Parents and Children
Together (PACT) and Achieve Zero.

Parents and Children Together – Ohia and Hale Ola Domestice Violence Shelters
Project Description: Grant funds for shelter operations and renovations at an emergency shelter for victims of domestic violence. This is a new project. ESG Funds will be used for shelter operating and renovation costs, eligible under 24 CFR § 576.102.

Project Description: Grant funds for a street outreach program to unsheltered individuals and families. ESG Funds will be utilized to provide street outreach activities, eligible under 24 CFR § 576.101.
