PUBLIC HEARING NOTICE
Pursuant to Hawaii Revised Statutes § 91-3, NOTICE IS HEREBY GIVEN,
of a public hearing to be held by the Real Property Assessment Division
of the Department of Budget and Fiscal Services for the purpose of the
proposed rule repeal of Agricultural Land Dedication Assessment, Tax
Moratorium on Building – Rehabilitation Projects, Assignment of Real
Property Tax Appeal Cases, Assessment Notice and Assessment List,
Boards of Review, and the proposed rule adoption of Boards of Review.

TOPICS OF PROPOSED RULES
The purpose of this public hearing is as follows:
– Repeal Chapter 11 entitled “Agricultural Land Dedication
Assessment”
– Repeal Chapter 12 entitled “Tax Moratorium on Building —
Rehabilitation Projects”
– Repeal Chapter 17 entitled “Assignment of Real Property Tax
Appeal Cases”
– Repeal Chapter 18 entitled “Assessment Notice and Assessment
List”
– Repeal Sections 1.1 – 14.2 entitled “Boards of Review”
– Adopt Chapter 19 entitled “Boards of Review”

Real Property Assessment Division office from 7:45 am to 4:30 pm
during regular business days, subject to copy and postage fees.

For auxiliary aid/service or other accommodations due to a disability,
or an interpreter for a language other than English, email request to
rpapto@honolulu.gov, mail or hand deliver request to Real Property
Assessment Division, 842 Bethel Street, 2nd Floor, ATTN: Real Property
Technical Branch, Honolulu, HI 96813, or phone request to 808-
768-7912 at least five (5) business days prior to the public hearing.
Requests made as early as possible will allow adequate time to fulfill
requests.

PUBLIC PARTICIPATION AND TESTIMONY
All interested persons shall be afforded the opportunity to submit
testimony orally or in writing at the hearing. There will be a two-minute
limit per person per rule to present testimony at the hearing. It is
recommended to submit written testimony in advance of the hearing to
allow time for review and consideration by email to rpapto@honolulu.gov
or by mail or hand delivery to Real Property Assessment Division, 842
Bethel Street, 2nd Floor,ATTN: Real Property Technical Branch, Honolulu,
HI 96813. Attendance to the hearing is not required to submit written
testimony. All testimony submitted before the conclusion of the hearing
shall be considered.
