HONOLULU POLICE DEPARTMENT
PUBLIC HEARING NOTICE

NOTICE IS HEREBY GIVEN, pursuant to Hawai’i Revised Statutes chapter 91, of a public hearing to be held by the Honolulu Police Department (“HPD”) for the purpose of amending and adopting Rules governing Firearm Permits and Licenses.

TOPICS OF PROPOSED RULES
The purpose of this public hearing is to amend Chapter 15 of the Rules of the Chief of Police, HPD, entitled “Firearms Permits and Licenses.” The proposal is to amend §§15-12 – 15-28 (last amended in Nov. 2022), and add new rules (§§15-29 to 15-31) to comply with Act 52 (2023). The proposed amendments and new rules are intended to:
– Implement Act 52 as to the application process, background checks, renewal process, fees, and forms for licenses to carry, permits to acquire, and registration of firearms;
– Remove provisions that were based on statutory language repealed by Act 52;
– Ensure clear and objective processes to register firearms, obtain permits to acquire and licenses to carry, verify instructors, and appeal a denial or revocation; and
– Reorganize rules and make other edits to improve clarity.

Copies are available free of charge at https://www.honolulupd.org/police-services/firearms/ or may be reviewed/obtained at the Firearms Unit, 801 S. Beretania St., Honolulu, HI 96813, 7:45 a.m. to 4:30 p.m., Mon.-Fri. Call (808) 683-5962 or Email HPDLTC@honolulu.gov to request emailing of rules (free of charge) or mailing of rules (subject to payment for copying and postage fees).

PUBLIC PARTICIPATION AND TESTIMONY
All interested persons shall be afforded the opportunity to submit data, views, or arguments, orally or in writing, on the proposed administrative rules at the time of the public hearing. Attendance at the public hearing is not necessary to submit testimony. There will be a time limit of two minutes per person to present testimony at the hearing. Persons wishing to submit written testimony in advance may do so by emailing their testimony to HPDLTC@honolulu.gov (preferred) or by mail to HPD Records & Identification Division, Attn: Public Testimony, 801 S. Beretania St., Honolulu, HI 96813. All written testimony submitted before the conclusion of the public hearing shall be considered. Interested persons are encouraged to submit their testimony in advance of the public hearing, as this will give HPD more time to review and consider the testimony. Advance registration is not necessary to attend or submit testimony at the hearing.
