NOTICE OF PUBLIC HEARING
DEPARTMENT OF AGRICULTURE

The Agricultural Resource Management Division of the Department of
Agriculture (DOA), pursuant to Title 11, Chapter 168 of the Hawaii Revised
Statues, will hold a public hearing to receive public testimony and comments
from all interested persons regarding the following item:

PROPOSED AMENDMENTS TO TITLE 4, SUBTITLE 8, CHAPTER 57, HAWAII
ADMINISTRATIVE RULES, ENTITLED “RULES GOVERNING IRRIGATION WATER
SERVICE TO CONSUMERS OF HAWAII STATE DEPARTMENT OF AGRICULTURE
IRRIGATION SYSTEMS

The proposed amendments are shown with new material is underscored and deleted material is stricken.

The Department of Agriculture is recommending the following rule changes:

The public may attend the hearing in person at the DOA Board Room at 1428
South King Street Honolulu.

Copies of the proposed rules may be reviewed by accessing the Department’s
website at www.hawaii.gov/hdoa/Info/proposedrules or in person, Monday
through Friday (excluding holidays) from 7:45 a.m. until 3:15 p.m., at the

by paying a fee for photocopying or may be sent by mail to any person
who requests a copy upon receipt of a fee for photocopying and postage.
Requests for mailed copies of proposed rules should be sent in writing to
Agricultural Resource Management Division c/o Department of Agriculture,
1428 S. King St., Honolulu, HI 96814 or HDOA.ARMD@hawaii.gov or by
calling (808) 973-9473.

All interested persons may attend the virtual videoconference or in person
public hearing and submit comments orally or in writing. Written testimony
may be submitted prior to the hearing via postal mail to Agricultural
Resource Management Division c/o Department of Agriculture, 1428 S.
King St., Honolulu, HI 96814, or via fax at (808) 973-9467, or via email at
HDOA.ARMD@hawaii.gov. Please include the word “testimony” and the
subject matter. Written testimony will be accepted until seven calendar
days after this public hearing. Pursuant to HAR § 4-1-27, public comment or
testimony will be limited to two minutes per speaker.

Special accommodation, such as sign language interpretation, large printing,
taped materials, and accessible parking, can be provided if requested at
least ten (10) business days prior to the scheduled hearing. This request
may be made in writing to one of the addresses listed above or by calling
(808) 973-9473.
