Bill 33: Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Appropriates revenues in the State Grants – Senior Activities account ($100,000) and the State Grants – Senior Activities Program Income account ($15,000); and appropriates the same to the Senior Activities account ($100,000) and the Senior Activities Program Income account ($15,000). Ayes: Council Members Evans, Galimba, Inaba, Kaneali’i-Kleinfelder, Kierkiewicz, Lee Loy, Villegas, and Chair Kimball – 8; Noes: None; Absent: Council Member Kagiwada – 1; Excused: None.

Bill 34: Amends Ordinance No. 22-125, Which Authorizes the Mayor to Enter Into an Intergovernmental Agreement for a State Water Pollution Control Revolving Fund Loan for Wastewater Public Improvement Projects and Authorizes the Issuance of $17,000,000 General Obligation Bonds for the Purpose of Financing Qualified Wastewater Public Improvements of the County of Hawai’i. Separates the Hilo Wastewater Treatment Plant Upgrade project into two phases. Ayes: Council Members Evans, Galimba, Inaba, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Lee Loy, Villegas, and Chair Kimball – 9; Noes: None; Absent: None; Excused: None.

Bill 35: Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Increases revenues in the State Grants – Beverage Container Deposit Program account ($22,709); and appropriates the same to the Beverage Container Deposit Program account, bringing the total appropriation to $597,099. Ayes: Council Members Evans, Galimba, Inaba, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Lee Loy, Villegas, and Chair Kimball – 9; Noes: None; Absent: None; Excused: None.

Bill 39: Amends Ordinance No. 22-63, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2023. Appropriates revenues in the State Grants – Housing Subdivision – Infrastructure Repair/Maintenance, Working Group account ($100,000); and appropriates the same to the Housing Subdivision – Infrastructure Repair/ Maintenance, Working Group account. Ayes: Council Members Evans, Galimba, Inaba, Kagiwada, Kierkiewicz, Lee Loy, Villegas, and Chair Kimball – 8; Noes: None; Absent: None; Excused: Council Member Kaneali’i-Kleinfelder – 1.

Bill 40: Amends Ordinance No. 22-64, as Amended, Relating to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2022 to June 30, 2023. Adds the Public Works Pavement Preservation project ($11,000,000) to the Capital Budget. Funds for this project shall be provided from General Obligation Bonds, Capital Projects Fund – Fund Balance and/or Other Sources account. Ayes: Council Members Evans, Galimba, Inaba, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Lee Loy, Villegas, and Chair Kimball – 9; Noes: None; Absent: None; Excused: None.
