PUBLIC NOTICE
REPEAL OF HAWAII ADMINISTRATIVE RULES
CHAPTER 17-2006, LOAN PROGRAM FOR KALAPANA DISASTER VICTIMS
The State of Hawaii’s Hawaii Housing Finance and Development Corporation (HHFDC),
in conjunction with the Department of Human Services,
will repeal, in its entirety, Hawaii Administrative Rules (HAR), Chapter 17-2006,
Loan Program for Kalapana Disaster Victims,
on December 30, 2022.
Any interested persons may petition HHFDC in writing, pursuant to Chapter 15-300 Subchapter 5, HAR, regarding this repeal and such petition shall be postmarked by December 29, 2022, and sent to:

A brief description of the proposed rule repeal is listed below:
CHAPTER 17-2006 LOAN PROGRAM FOR KALAPANA DISASTER VICTIMS enabled HHFDC’s predecessor, the Housing and Community Development Corporation of Hawaii, to provide low-interest loans to the residents of Kalapana, Hawaii island, who suffered the loss of their homes and lands to the devastating effects of the volcanic eruptions in 1983. Loans under the Chapter was for land acquisition, home construction and mortgage loans, or repairs or improvements or both for a residence located in an area of lesser volcanic risk. The loan program was a
one-time public relief program of last resort and is no longer needed.
