1. Resolution 17-339 – Confirming the appointment of Dr. Rosanna Alegado to serve on the Climate Change Commission of the City and County of Honolulu.
2. Resolution 17-352 – Relating to the appointment of Shannon L. Alivado to serve on the Police Commission of the City and County of Honolulu.
3. Resolution 18-16 – Relating to the reappointment of Diane Peters-Nguyen to serve on the Salary Commission of the City and County of Honolulu.
The items listed below have been published in anticipation of the actions to be taken by the City Council Standing Committees; and therefore, the City Council may or may not take action on each of the items or any amendments proposed thereto.
4. Bill 29 (2017) and any amendments proposed thereto by the Committee on Budget – Relating to the collection and disposal of refuse. (Authorizing the City to charge for City-provided refuse collection services.)
5. Bill 69 (2017) and any amendments proposed thereto by the Committee on Executive Matters and Legal Affairs – Relating to fire safety. (Requiring existing highrise residential buildings to retrofit when necessary to comply with specified fire safety standards.)
6. Bill 74 (2017) and any amendments proposed thereto by the Committee on Public Health, Safety and Economic Development – Relating to emergency management. (Authorizing the City to retain a contractor to assist the Department of Emergency Services in providing disaster relief, and establishing certain requirements for disaster relief contractors.)
7. Bill 76 (2017) and any amendments proposed thereto by the Committee on Zoning and Housing – To rezone land situated at Waialua, Oahu, Hawaii. (Rezoning land from the AG-1 Restricted Agricultural District to R-5 Residential District.) (Applicant: Leo’Ole LLC)
8. Bill 92 (2017) and any amendments proposed thereto by the Committee on Zoning and Housing – To rezone land situated at Maunawili, Oahu, Hawaii. (Rezoning land from the AG-2 General Agricultural District and the R-7.5 Residential District to the Country District and the R-7.5 Residential District.) (Applicant: Oswald K. Stender)
9. Bill 94 (2017) and any amendments proposed thereto by the Committee on Zoning and Housing – Regulating for an interim period the issuance of building permits for the development of large residential structures in residential zoning districts. (Providing the City Administration, the Planning Commission, and the Council sufficient time to fully explore and evaluate the rapidly increasing rate of development of large detached dwellings in residential districts and determine what permanent regulatory controls are necessary and reasonable to address this issue.)
10. Bill 101 (2017) and any amendments proposed thereto by the Committee on Budget – Relating to real property taxation. (Providing real property tax relief for eligible property owners following the installation of an automatic sprinkler system on the owner’s property.)
11. Bill 102 (2017) and any amendments proposed thereto by the Committee on Budget – Relating to fees. (Providing incentives for the retrofitting of automatic fire sprinkler systems in certain existing high-rise residential buildings.)
12. Bill 103 (2017) and any amendments proposed thereto by the Committee on Budget – Relating to City funds. (Creating a City fund to provide loans for fire safety improvements for residential parcels.)
13. Bill 105 (2017) and any amendments proposed thereto by the Committee on Zoning and Housing – Relating to planned development projects in transit oriented development areas. (Including the Council in the pre-application process for planned development projects in the transit oriented development areas to ensure that the Council may provide developers with input early in the development process.)
14. Bill 107 (2017) and any amendments proposed thereto by the Committee on Executive Matters and Legal Affairs – Relating to fire safety. (Providing for various means, methodologies, and standards to promote improvements to fire safety in existing high-rise residential buildings through the amendment of the Fire Code of the City and County of Honolulu, and providing for various incentives and cost mitigation measures to help building and unit owners mitigate the costs associated with implementing fire safety improvements.)
15. Bill 110 (2017) and any amendments proposed thereto by the Committee on Planning – Regulating for an interim period the issuance of building permits for the planning and development of large residential structures in residential districts in order to provide time for the City to establish appropriate policies in its long-range plans and zoning ordinances to address the impacts of such structures. (Providing the City Administration, the Planning Commission, and the Council sufficient time to fully explore and evaluate the rapidly increasing rate of development of large detached dwellings in residential districts and determine what permanent amendments would be appropriate in the City’s long-range plans and in its regulatory controls to address this issue.)
16. Resolution 17-307 and any amendments proposed thereto by the Committee on Executive Matters and Legal Affairs – Initiating amendments to the Revised Charter of the City and County of Honolulu 1973 (2017 Edition), relating to the Honolulu Fire Commission.
17. Resolution 17-308 and any amendments proposed thereto by the Committee on Executive Matters and Legal Affairs – Initiating amendments to the Revised Charter of the City and County of Honolulu 1973 (2017 Edition), relating to the Honolulu Police Commission.
18. Resolution 17-333 and any amendments proposed thereto by the Committee on Zoning and Housing – Approving a conceptual plan for an Interim Planned Development-Transit project for the development of the ProsPac Tower – Residential Condominium and Commercial Development Project.
19. Resolution 17-359 and any amendments proposed thereto by the Committee on Zoning and Housing – Authorizing exemptions from certain requirements relating to the Kunia Village Low-Income Housing Development Project at Kunia, Oahu, Hawaii, Tax Map Key 9-2-005: 023.
