To comply with the Governor’s 12th Proclamation Related to the COVID-19 Emergency, the public hearing will be held by web conferencing. The proposed rules will cover the following subjects: ARTICLE I. SOLID WASTE DIVISION Rule 5 General Provisions Rule 6 Disposal Permit for Sanitary Landfill and Reload Facility Rule 7 Sanitary Landfill Operating Rules Rule 8 Reload Facility Operating Rules Rule 9 Transfer Station Operating Rules Rule 10 Organics Facilities Operating Rules Rule 11 – Administrative Fines for Violations of Rules 7, 8, 9, and 10 Rule 12 Solid Waste Fees Rule 13 Derelict or Abandoned Vehicles Program Rule 14 Relating to Polystyrene Foam Food Container and Food Service Ware Reduction Rule 15 Plastic Bag Reduction ARTICLE III. WASTEWATER DIVISION Rule 16 General Provisions Rule 17 Public Sewers Rule 18 Permit to Connect or Disconnect Rule 19 Extensions Rule 20 Sewer Monitoring Program Rule 21 Septage Haulers Rule 22 Sewer Service Charges Written Testimony: Anyone wishing to provide testimony may do so by email to cohdem@hawaiicounty.gov, facsimile to (808) 961-8086, or by mail to the Department of Environmental Management, 345 Kekuanao’a Street, Suite 41, Hilo, Hawai’i 96720. Written testimony must be received no later than 12:00 noon on Wednesday, November 18, 2020, to be acknowledged at the public hearing. Oral Testimony: Those who want to provide oral testimony during the meeting must email cohdem@hawaiicounty.gov or call (808) 961-8099 no later than 12:00 noon on Wednesday, November 18, 2020, with your name, phone number, and email address. The proposed rules to be adopted will be emailed or mailed at no cost to any interested person who requests a copy by contacting Mary Fujio at 961-8099. Copies of the proposed rules may be reviewed or obtained at the Department of Environmental Management, 345 Kekuanao’a Street, Suite 41, Hilo, Hawai’i 96720 between the hours of 7:45 a.m. to 4:30 p.m. (by appointment) or through emailing the department at cohdem@hawaiicounty.gov.
