TRAFFIC CONTROL DEVICES
IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2017-12 TO AMEND SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XI OF SECTION 15-8.3(b) ESTABLISHING NO TURNS; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XVIII OF SECTION 15-13.9(a)(5) ESTABLISHING TOW ZONES–PM PEAK; SCHEDULE XIX OF SECTION 15-13.9(a)(6) ESTABLISHING TOW ZONES–AM/PM PEAK; SCHEDULE XX OF SECTION 15-13.9(a)(7) ESTABLISHING TOW ZONES–24 HOURS; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXIV OF SECTION 15-15.1(d) ESTABLISHING CURB LOADING ZONES; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXVI OF SECTION 15-16.1 ESTABLISHING TIME LIMIT PARKING; SCHEDULE XXX OF SECTION 15-22.1(a) ESTABLISHING PARKING METER ZONES; SCHEDULE XXXVIII OF SECTION 15-24.17 ESTABLISHING MISCELLANEOUS TRAFFIC CONTROLS.
Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:
a. By amending Schedule I of Sec. 15-6.2(a) establishing traffic signals (City) by adding thereto the following item:
"Kapolei Parkway-Keoneula Blvd."
b. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph adding thereto the following items:
"Gardenia St., for its entire length."
"Iliaina St., for its entire length."
"Kai Uhu St., for its entire length."
c. By amending Schedule VI of Sec. 15-7.2(b)(3) establishing speed limit–30 mph adding thereto the following item:
"Keoneula Blvd., for its entire length (City-owned portion).
d. By amending Schedule XI of Sec. 15-8.3(b) establishing no turns by adding thereto the following items:
"Apona St. No right turn from Apona St. into Jarrett White Rd. in the mauka direction."
"Keoneula Blvd. No "U" turn from Keoneula Blvd. at Kaileolea Dr. in both directions."
"Keoneula Blvd. No "U" turn from Keoneula Blvd. at Kaipalaoa St. in both directions."
"Keoneula Blvd. No "U" turn from Keoneula Blvd. at Kapolei Parkway in both directions."
e. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections in the following particulars:
1. By adding thereto the following items:
"Alapine St.-Kupuna Lp. Traffic on Alapine St. shall stop before entering Kupuna Lp."
"Kaaka St.-Kupuna Lp. Traffic on Kaaka St. shall stop before entering Kupuna Lp."
"Kai Anae St.-Kai Uhu St. Traffic on Kai Anae St. shall stop before entering Kai Uhu St."
"Kaiee St.-Kai Uhu St. Traffic on Kaiee St. shall stop before entering Kai Uhu St."
"Kime St.-Kupuna Lp. Traffic on Kime St. shall stop before entering Kupuna Lp."
"Mauele St.-Kupuohi St. Traffic on Mauele St. shall stop before entering Kupuohi St."

f. By amending Schedule XVIII of Sec. 15-13.9(a)(5) establishing tow zones–PM peak by deleting therefrom the following item:
"South St., Koko Head side, between Queen St. and Kapiolani Blvd."
g. By amending Schedule XIX of Sec. 15-13.9(a)(6) establishing tow zones–AM/PM Peak by adding thereto the following item:
"South St., Koko Head side, between Queen St. and Kapiolani Blvd."
h. By amending Schedule XX of Sec. 15-13.9(a)(7) establishing tow zones–24 hours in the following particulars:
1. By adding thereto the following items:
"Coral St., both sides, between Ala Moana Blvd. and Ilalo St."
"Kupuna Lp., northern side, between Kupuohi St. and Kunia Rd. (southern most intersection)."
2. By deleting therefrom the following item:
"Coral St., Ewa side, distance 140′ makai direction from makai curb prolongation Ala Moana Blvd."
i. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:
1. By adding thereto the following items:
"Kai Anae St., eastern side, distance 135′ southerly direction from the southern curb prolongation of Kaimalie St."
"Kai Anae St., eastern side, distance 295′ northerly direction from the northern curb prolongation of Kai Uhu St."
"Kai Uhu St., western side, distance 115′ southerly direction from the southern curb prolongation of Kai Anae St."
"Kai Uhu St., western side, distance 105′ northerly direction from the northern curb prolongation of Kaiee St."
"Kai Uhu St., eastern side, for its entire length and including its northern and southern turnaround areas."

"Keoneula Blvd., both sides, for its entire length (City-owned portion)."

"Kupuna Lp., northern side, from a point 480′ west of the western curb prolongation of Kahakea St. to Kupuohi St. (northern most intersection) except for portions covered under Schedule 25."
"Kupuohi St., both sides, between Kupuna Lp. (southern intersection) and Anonui St. except for portions covered under Schedule 25."
"Moala Pl., within its turnaround area."
2. By amending thereto the following items:
Kai Anae St., southwestern side, for its entire length (City portion); to read:
"Kai Anae St., western side, for its entire length."
Kupuna Lp. (mauka intersection), makai side, distance 105′ Koko Head direction from the Koko Head curb prolongation of Kupuohi St. to read:
"Kupuna Lp., southern side, distance 280′ easterly direction from the eastern curb prolongation of Kupuohi St. (northern most intersection)."
Kupuna Lp., mauka side, distance 90′ Koko Head of the Koko Head curb prolongation of Kupuohi St. to Kunia Rd. (makai most intersection); to read:
"Kupuna Lp., northern side, distance 90′ easterly direction from the eastern curb prolongation of Kupuohi St. (southern most intersection)."
Pele St., Koko Head side, entire length; to read:
"Pele St., Koko Head side, for its entire length and including its turnaround area."
3. By deleting therefrom the following items:

1. By deleting therefrom subsection (b) freight loading zone the following items:
"South St., Ewa side, distance 25′ mauka direction from point 254′ mauka of the mauka curb prolongation of Queen St."
"South St., Ewa side, distance 65′ makai direction from point 291′ makai of makai curb prolongation Kapiolani Blvd."
"South St., Ewa side, distance 36′ mauka direction from a point 55′ mauka of mauka curb prolongation of Kawaiahao St."
k. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops in the following particulars:
1. By adding thereto the following item:
"Leolua St., mauka side, distance 193′ Waianae direction from a point 77′ Waianae of the Waianae curb prolongation of Leoku St."
2. By amending thereto the following item:
Gardenia St., Koko Head side, distance 150′ mauka direction from a point 59′ mauka of the mauka curb prolongation of Ginger St.; to read:
"Gardenia St., Koko Head side, distance 150′ mauka direction from the mauka curb prolongation of Ginger St."
3. By deleting therefrom the following item:
"Leolua St., mauka side, distance 140′ Honolulu direction from the Honolulu edge of pavement of the driveway (Honolulu) side to 94-054 Leolua St. (Leolua Gardens)."
l. By amending Schedule XXVI of Sec. 15-16.1 establishing time limit parking in the following particulars:
1. By amending thereto the following item:
South St., (1 hr.) Koko Head side, between Halekauwila St. and Queen St.; to read:
"South St., (2 hrs.) Koko Head side, between Halekauwila and Queen Sts."
Monsarrat Ave., (1 hr.) Ewa side, between makai property line 3140 and mauka property line 3150 Monsarrat Ave.; to read:
"Monsarrat Ave., (2 hrs.) both sides, between Campbell Ave. and Kanaina Ave., 7:00 a.m. to 6:00 p.m. Monday to Saturday except Sundays and State Holidays."
3. By deleting therefrom the following items:
"South St., (2 hrs.) both sides, between Queen St. and Kapiolani Blvd."
"South St., (1 hr.) Ewa side, between Pohukaina St. and Queen St."
m. By amending Schedule XXX of Sec. 15-22.1(a) establishing parking meter zones by amending therefrom the following item:
South St., both sides, between Kapiolani Blvd. and Pohukaina St.; to read:
"South St., Koko head side, between Kapiolani Blvd. and Pohukaina St."
n. By amending Schedule XXXII of Sec. 15-6.7(c) establishing two-way left turn lanes by adding thereto the following item:
"Kupuohi St., between Kupuna Lp. (northern intersection) and Polina Pl."
o. By amending Schedule XXXIV of Sec. 15-18.3(c) establishing bicycle lanes in the following particulars:
1. By adding thereto the following item:
"Kupuna Lp., both sides, between Kupuohi St. (northern most intersection) and Kupuohi St. (southern most intersection).
2. By amending thereto the following item:
Kupuohi St., both sides between Kupuna Lp. (mauka intersection) and Anonui St. to read:
"Kupuohi St., both sides, between Kupuna Lp. (makai intersection) and Anonui St."
p. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls
in the following particulars:
1. By adding thereto the following items:
"Kupuna Lp., east bound traffic in the northern most lane must turn left at Kupuohi St. (northern most intersection)."
"Kupuna Lp., east bound traffic in the northern most lane must turn left at Kupuohi St. (southern most intersection)."
"Kupuohi St., makai bound traffic in the Waianae most lane must turn right at Kupuna Lp. (mauka intersection)."
2. By deleting therefrom the following item:
"Waialae Ave., the marked crosswalk across Waialae Ave. on the Ewa side of the intersection of Waialae and 6th Avenues, pedestrians restricted to cross, 7:00 a.m. to 8:30 a.m. school days."
Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
