COMMUNITY DEVELOPMENT BLOCK GRANT – DECLARED DISASTER RECOVERY PROGRAM

Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, the proposed amendment to the City’s Twenty-Fifth (25th) Year Action Plan is provided for your information. The City desires to reprogram Community Development Block Grant – Declared Disaster Recovery Funds (CDBG–DDRF) to a project that can utilize the funds immediately, in order to achieve CDBG-DDRF program goals more efficiently and expediently. The proposed revisions to the CDBG-DDRF projects are provided for your information and use.

REDUCTION OF $980,000.00
Department of Design and Construction – Public Land and Resource Reconstruction and Hardening
Project Description: Citywide public flood and drainage improvements at locations which were impacted by the flooding in April 2018 to mitigate further or future storm impacts.

Department of Design and Construction – Remediation and Resilience Hardening
Project Description: Renovation of the Waimanalo District Park gym to repair damage caused by flooding in April 2018. The renovations, which will strengthen the gym in order to better withstand future disasters, may include roof replacement, installation of wind resistant windows and entryways, ADA improvements, and the installation of a photovoltaic system.

To expedite the expenditure of funds, HUD has provided a statutory suspension of the thirty (30) day citizen participation requirement of 24 CFR 91.105(c)(2) and (k) and reduced the public comment period to five (5) days.
