1. Waimanalo Gulch Sanitary Landfill (WGSL)
Public Information Meeting

Pursuant to the Ninth Supplementary Proclamation issued by Governor David Ige on June 10, 2020, relating to the COVID-19 pandemic, in order to allow public participation in a manner consistent with social distancing practices the following procedures are in effect for the meeting:

Members of the public in attendance shall comply with the Safe Practices and Social Distancing Requirements set forth, respectively, in Governor Ige’s Ninth Supplementary Proclamation dated June 10, 2020, and Mayor Kirk Caldwell’s Emergency Order No. 2020-14 dated May 28, 2020, as amended by Emergency Order 2020-15 dated June 3, 2020.

Alternatively, persons wishing to participate may do so remotely via WebEx. The dial-in number is +1-510-338-9438 (USA Toll). The Access Code is 126 415 9003 and the Password is 1111. Please note that the WebEx platform limits the number of attendees to 25.

A public hearing to report to the public on the efforts of the City Council and the City Administration in regard to the continued use of the WGSL and to report on the status of the efforts of the Department of Environmental Services, City and County of Honolulu, to either reduce or continue use of the WGSL. This public hearing will be held at Kapolei Hale, Conference Room A, 1st Floor, because of the unavailability of a suitable meeting location in either Waianae, Maili, or Nanakuli, due to the COVID-19 pandemic. With the exception of the use of an alternative public hearing location, this public hearing shall be in accordance with the terms of the FINDINGS OF FACT, CONCLUSIONS OF LAW, AND DECISION AND ORDER APPROVING WITH MODIFICATIONS THE CITY AND COUNTY OF HONOLULU PLANNING COMMISSION’S RECOMMENDATION TO APPROVE SPECIAL USE PERMIT certified on November 1, 2019, by the State of Hawaii Land Use Commission in Docket No. SP09-403, In The Matter Of The Application Of The DEPARTMENT OF ENVIRONMENTAL SERVICES, CITY AND COUNTY OF HONOLULU, For A New Special Use Permit To Supersede Existing Special Use Permit To Allow A 92.5-Acre Expansion And Time Extension For Waimanalo Gulch Sanitary Landfill, Waimanalo Gulch, Oahu, Hawaii, Tax Map Key: 9-2-003: 072 And 073, and In The Matter Of The Application Of The DEPARTMENT OF ENVIRONMENTAL SERVICES, CITY AND COUNTY OF HONOLULU, To Delete Condition No. 14 Of Special Use Permit No. 2008/SUP-2 (Also Referred To As Land Use Commission Docket No. SP09-403) Which States As Follows: “14. Municipal Solid Waste Shall Be Allowed At The WGSL Up To July 21, 2012, Provided That Only Ash And Residue From H-POWER Shall Be Allowed At The WGSL After July 31, 2012.
