1. Bill 19 – Relating to the Legislative Budget for the Fiscal Year July 1, 2020 to June 30, 2021.
2. Bill 20 – Relating to the Executive Operating Budget and Program for the Fiscal Year July 1, 2020 to June 30, 2021.
3. Bill 21 – Relating to the Executive Capital Budget and Program for the Fiscal Year July 1, 2020 to June 30, 2021.
4. Bill 22 – Authorizing the issuance and sale of General Obligation Bonds and Bond Anticipation Notes of the City and County of Honolulu in a maximum principal amount equal to the aggregate of the amounts appropriated in the Capital Budget Ordinance of said City and County for the Fiscal Year ending June 30, 2021, and specified in said Ordinance to be financed from the proceeds of the sale of such bonds and to be expended from the General Improvement Bond Fund, the Highway Improvement Bond Fund, Solid Waste Improvement Bond Fund, or the Housing Development Special Fund.
5. Bill 24 – Relating to funds. (Amending the Bus Transportation Fund to a multi-modal Transportation Fund that includes TheBus, Handi-Van and Rail operations).
6. Bill 25 – Relating to fees for the use of municipal golf courses. (Increasing golf fees).
7. Bill 26 – Relating to fees for certain permits and services administered by the Department of Planning and Permitting. (Amending the fees or fee schedules contained in Chapters 6, 18, 22, 23, 25, and Sec __-1.10 of Ordinance 18-10, Revised Ordinances of Honolulu 1990, as amended, with the intent to recover a greater share of the costs related to the processing and administering of land use ordinance (LUO), building permits, park dedications, condominium property regime documents, subdivision applications, nonconforming use certificates, affordable housing, including various technical and non-substantive amendments).
8. Bill 27 – Relating to the Honolulu Authority for Rapid Transportation Operating Budget for the Fiscal Year July 1, 2020 to June 30, 2021.
9. Bill 28 – Relating to the Honolulu Authority for Rapid Transportation Capital Budget for the Fiscal Year July 1, 2020 to June 30, 2021
10. Bill 29 – Authorizing the issuance and sale of General Obligation Bonds and Bond Anticipation Notes of the City and County of Honolulu in a maximum principal amount equal to the aggregate of the amounts appropriated for the Honolulu Authority for Rapid Transportation Capital Budget Projects in the Honolulu Authority for Rapid Transportation Capital Budget and Program Ordinance for the Fiscal Year ending June 30, 2021, and specified in said Ordinance to be financed from the proceeds of the sale of such bonds and to be expended from the Transit Improvement Bond Fund.
11. Bill 36 – Relating to funds. (Amending the ordinances relating to the Bus Transportation Fund, including redesignating the fund as a multi-model Transportation Fund.)
12. Resolution 20-64 – Determining the Real Property Tax Rates for the City and County of Honolulu for the Fiscal Year July 1, 2020, to June 30, 2021.
PUBLIC PARTICIPATION AND TESTIMONY
Pursuant to the Supplemental Proclamation issued by Governor David Ige on March 16, 2020, relating to the COVID-19 pandemic, in order to allow public participation in a manner consistent with social distancing practices:
1. Members of the public will not be allowed into the meeting room, but may view the meeting on a live broadcast. The meeting will viewable: (1) on monitors situated outside of the meeting room; (2) by internet live streaming through www.honolulucitycouncil.com and http://olelo.granicus.com/MediaPlayer.php?publish id=92; and (3) by televised live broadcast on Olelo TV Channel 54.
Members of the public gathered outside the meeting room shall comply with the Social Distancing Requirements set forth in Governor David Ige’s Third Supplementary Proclamation dated March 23, 2020, and Mayor Kirk Caldwell’s Emergency Order No. 2020-02 dated March 22, 2020.
After the meeting, the meeting will be viewable at http://www.honolulucitycouncil.tv/. Copies of older meeting videos may be requested by calling the City Clerk’s Office at 768-5822, charges may apply.
Some councilmembers may be participating in the meeting by interactive conference technology from remote locations.
2. Only electronically submitted written testimony will be accepted. Written testimony may be faxed to 768-3826 or transmitted via the internet at http://www.honolulu.gov/ccl-testimony-form.html for distribution at the meeting. If submitted, written testimonies, including the testifier’s address, e- mail address, and phone number, will be available to the public on the City Council’s pilot website: www.honolulucitycouncil.com as well as the City’s legacy DocuShare Website.
