REQUEST FOR PROPOSALS
Oahu Transit Services, Inc. (OTS) is seeking a qualified firm to provide ANNUAL
ACTUARIAL SERVICES. Background and scope of services are attached.
Any firm interested and capable of providing the services, shall submit a letter of interest and six (6) proposals, one (l) original and five (5) copies, by 2:00 p.m. Friday, April 3, 2020 to OTS, Division of Purchasing, 811 Middle Street, Building C, Second floor, Honolulu, Hawaii 96819. Proposals received after the time and date specified above will not be considered.
The letter of interest must state the firm’s ability to perform the services required and must be signed by a representative of the firm who is authorized to enter into binding contracts on behalf of the firm.
The cost of developing proposals, making presentations and any subsequent expenses relating to the contract are entirely the responsibility of the firm and shall be inclusive with the actuarial services and may not be charged to OTS as extra work.
It is OTS policy to solicit proposals with the intention to award the contract. This policy, notwithstanding, OTS reserves the right at any time to:
Cancel this request for proposal.
Reject any or all proposals.
Procure any service by any other means.
Modify the selection procedure or the scope of the services.
Additionally, soliciting proposals and granting of exclusive negotiation rights does not commit OTS to accept any of the terms of any proposals. Final terms of any agreement will be determined by direct negotiations and are subject to final approval by OTS. OTS may terminate the contract negotiations at any time when it is determined that additional negotiation would be unproductive.
