The Proposed Hawai’i Administrative Rules (HAR) to be Amended under Hawai’i Revised Statutes Section 183D-3(b) will increase bag limits for feral goat population management in certain hunting units and revise wild turkey hunting opportunities under the general game bird seasons and special bird seasons for the island of Hawai’i. Daily bag limits, open hunting periods, and open hunting days for wild turkey will be changes that specifically intended to address the active management of game species that currently reside in the indicated management areas. Proposed amendments will also include an increase in the hunting days and include two game bird species to the available take list on the island of Oahu. The intent is to provide additional recreational hunting opportunities for licensed hunters by adjusting management to current natural resource conditions within public hunting areas and game management areas. The success of the game bird rearing programs has contributed to increased participation by public hunters during the game bird season. These revisions are intended to help distribute hunting pressure across additional hunting days, improving hunter access and enhancing the overall hunting experience. Proposed amendments are as follows.
1. HAR Title 13 – Chapter 123 (“RULES REGULATING GAME MAMMAL HUNTING”), by amending EXHIBIT 11, “Game mammals to be taken, means of take, daily bag limits, hunting periods, hunting days, and special conditions for hunting on the island of Hawai’i,” to change bag limits for wild goats in Unit B – Kohala, Olaa, Kau (including Haao Springs Restricted Watershed), Hilo, Manowaialee, Hamakua, Waiakea, Kapapala, South Kona Upper Waiakea, Honuaula Forest Reserves (F.R.), Waiaha Springs Forest Reserve and portions of Upper Waiakea Forest Reserve. For the complete ist of the area rule changes, please review the Proposed Adaptive Management Rule Notices at the following link:

2. HAR Title 13 – Chapter 122 (“RULES REGULATING GAME BIRD HUNTING, FIELD TRIALS, AND COMMERCIAL SHOOTING PRESERVES”) is amended by updating EXHIBIT 1, “Game birds to be taken, daily bag limits, hunting periods, hunting days, and special conditions for hunting on the island of Hawaii,” to modify daily bag limits, open game bird hunting periods, open game bird hunting days, special conditions and restrictions. This is done through amendments to the Administrative Rules, which regulate wild turkey hunting in both the General Game Bird Season and the Special Bird Season (Spring Turkey Hunt Only). For the complete list of the area rule changes, please review the Proposed Adaptive Management Rule Notices at the following link: https://dlnr.hawaii.gov/dofaw/rules/.
3. HAR Title 13 – Chapter 122 (“RULES REGULATING GAME BIRD HUNTING, FIELD TRIALS, AND COMMERCIAL SHOOTING PRESERVES”) is amended by updating EXHIBIT 9, “Game birds to be taken, daily bag limits, hunting periods, hunting days, and special conditions for hunting on the island of Oahu,” to modify open hunting days in both the General Game Bird Season and the Special Bird Season. Additionally, placing the Kalij Pheasant (Lophura leucomelanos) and the Indian Peafowl (Pavo cristatus) onto the available game bird species to take during the season, with set daily bag Proposed Adaptive Management Rule Notices at the following link: https://dlnr.hawaii.gov/dofaw/rules/.
