NOTICE OF PUBLIC HEARING

PROPOSED ADOPTION OF HAWAII ADMINISTRATIVE RULES TITLE 8, SUBTITLE 2, CHAPTER 29
DRIVER EDUCATION AND TRAFFIC SAFETY PROGRAM

Pursuant to sections 91-3 and 92-41, Hawaii Revised Statutes, the Hawaii State Department of Education (Department) gives notice that it will hold a public hearing to receive testimony on the proposed adoption of a new Hawaii Administrative Rules chapter: Title 8, Subtitle 2, Chapter 29, Driver Education and Traffic Safety Program.

PURPOSE AND SUMMARY OF THE PROPOSED RULES
The proposed rules would complete the administrative structure of the Department’s driver education program and codify statewide practices intended to support consistent, fair, and transparent operation at public high schools. The proposed chapter addresses legislative mandates, program definitions, funding, curriculum and certification, program administration, and operational guidelines.

The hearing is an opportunity to present data, views, or arguments concerning the proposed rules. Attendance is not required to submit written comments.

ORAL TESTIMONY AT THE HEARING
To testify in person: Sign in at the registration table before or during the hearing. When your name is called, please proceed to the designated testimony table. Individuals who have not signed up in advance will be given an opportunity to testify after the registered testifiers have been called.
Each testifier may be limited to three minutes so all interested persons have an opportunity to be heard. The presiding officer may adjust the limit as necessary.

Written comments may be submitted before or during the hearing by any of the following methods:

Deadline: Written comments must be received no later than the close of the public hearing on Monday, November 9, 2026, at 11:00 a.m. Hawaii Standard Time. Mailed comments must be received – not merely postmarked – by the deadline.

Please identify the submission as “Chapter 29 Testimony” and include the testifier’s name and, if applicable, organization. Contact information is requested only so the Department can follow up if clarification is needed.

The estimated copying charge is $0.10 per page plus applicable postage; the Department will provide the total amount and payment instructions before mailing.
