NOTICE OF PUBLIC HEARINGS ON PROPOSED AMENDMENT TO CHAPTER 13-5,
HAWAII ADMINISTRATIVE RULES

The Department of Land and Natural Resources (DLNR) will hold statewide public hearings for Hawaii Administrative Rule (HAR) amendments for the Conservation District rules and regulations known as Chapter 13-5, HAR. Amendments are proposed to the entire chapter that includes new definitions, new identified land uses, language clarification, strengthen conservation criteria, and to address coastal erosion.

The public hearings shall be held at 12:00 p.m. as follows and shall not exceed 2.5 hours:

On Molokai:
Mitchell Pauole Center, 90 Ainoa St., Kaunakakai, HI on November 14, 2026 from 12:00 p.m. to 2:30 p.m.

All interested persons are urged to attend the public hearing to present relevant information and individual opinion for the DLNR to consider. Public hearings will conclude at the stated end time or when the last verbal testifier has finished, whichever comes first. At the public hearing or postmark by November 30, 2026, any person may submit written comments or recommendations in support of or in opposition to the proposed rulemaking. Written testimony should be mailed to the Office of Conservation and Coastal Lands, P.O. Box 621, Honolulu, HI 96809. Emailed testimony may be sent to DLNR.OC.Chap13-5@hawaii.gov any time up to, and including, the latest public hearing date. The Board of Land and Natural Resources shall take final action on this rule making at a future regularly scheduled Board meeting.

Materials are available for review between the hours of 7:45 am-4:00 pm in Honolulu at the DLNR Office of Conservation and Coastal Lands at the Kalanimoku Building, 1151 Punchbowl Street, Room 131; in Lihue at the Kauai District Land Office at 3060 Eiwa St., Room 205A; in Hilo at the Hawaii District Land Office at 75 Aupuni St., Room 204; in Wailuku at the Maui District Land Office at 54 High St., Room 101. Copies of the proposed amendments shall also be forwarded to the following public libraries: Kauai-Waimea, Lihue, Princeville; Oahu-Waianae, Kahuku, Pearl City, Kailua, Hawaii State, Aina Haina; Molokai; Lanai; Maui-Lahaina, Kahului, Hana; Hawaii-Bond Memorial, Thelma Parker, Hilo, Pahoa, Pahala, and Kailua-Kona. The subject amendments can be mailed to all persons who have made a written request; a copy charge of $0.50 per page will apply.
