NOTICE OF PUBLIC HEARING

Pursuant to Chapter 91, Hawaii Revised Statutes (HRS), notice is hereby given that the State of Hawaii Department of Business, Economic Development and Tourism, Hawaii Housing Finance and Development Corporation (HHFDC), will hold a virtual public hearing on October 23, 2026, from 10:00 a.m. to 11:00 a.m. via the Internet using Microsoft Teams at:

This public hearing is for the simultaneous repeal of Chapter 15-302, Rent-to-Own Program, Hawaii Administrative Rules (HAR) and proposed new Chapter 15-316, Rent-to-Own Program, HAR; and the proposed amendment to and compilation of Chapter 15-309, Dwelling Unit Revolving Fund Equity Pilot Program, HAR. The proposed new Chapter 15-316, HAR, will restart the rent-to-own program under which dwelling units that are for sale may be offered for rent with an option to purchase for qualified program participants. Amendments to and compilation of Chapter 15-309, HAR, are necessary to comply with Act 92, Session Laws of Hawaii 2023 and clarify definitions.
