NOTICE OF PUBLIC HEARING FOR PROPOSED AMENDMENTS TO
THE AFFORDABLE HOUSING PRODUCTION PROGRAM ADMINISTRATIVE RULES

Pursuant to Hawai’i Revised Statutes § 91-3, notice is hereby given that the Office of Housing and Community Development (OHCD) proposes to amend the Affordable Housing Production (AHP) Program Administrative Rules. The proposed amendments will be available for public review and comment from August 12, 2026, through September 14, 2026.

Hawai’i County, under Ordinance 22-77, appropriates a minimum of $5 million annually to the AHP Program to support, increase, and sustain affordable housing production within the County. These proposed amendments are intended to improve program administration and effectiveness.

The amendments apply to the following sections:
§1-3 Funding §3-3 Application Process
§3-2 Eligible Activities for Program Funds §3-5 Program Requirements

In addition, OHCD proposes non-substantive revisions throughout the Administrative Rules to improve clarity and grammar. The amendments also remove language limiting program assistance to grants in order to allow other forms of assistance, such as loans, where appropriate.

The proposed amendments to the Administrative Rules may be viewed on the OHCD website at: www.hawaiicounty.gov/ahp or in-person at the following OHCD office locations, Monday through Friday (except holidays), from 7:45 am to 4:30 pm.

Written comments on the proposed amendments to the Administrative Rules may be submitted to the above OHCD offices or emailed to ohcd.ahp@hawaiicounty.gov no later than 4:30 p.m. on September 14, 2026. All comments received will be considered in the finalization of the Administrative Rules.
