MAUI PLANNING COMMISSION

The Maui Planning Commission of the County of Maui hereby gives notice of a public hearing on September 8, 2026, commencing at 9:00 a.m., or as soon thereafter as is practicable either at the Planning Department Conference Room, Kalana Pakui Building, 250 South High Street, Wailuku, Maui, Hawai’i 96793 and also via a videoconferencing platform, on the following matter:

PUBLIC HEARINGS

1. JACKY TAKAKURA, PLANNING DIRECTOR, transmitting Council Resolution No. 26-84, referring to the Maui Planning Commission proposed Bills related to a Community Plan Amendment from Open Space, Agriculture, and Heavy Industrial to Public/Quasi-Public, Multi-Family, Business/Commercial, and Single-Family and a Change in Zoning from Agricultural and Interim Districts to P-1 Public/Quasi-Public, A-1 Apartment, R-1 Residential, B-1 Neighborhood Business, and B-2 Community Business Districts (Conditional Zoning) for 40.392 acres located in Pa’ia, Maui, Hawai’i Tax Map Keys: (2) 2-5-005:066 (por.) and (2) 2-5-005:067 (por.) 2. A BILL FOR AN ORDINANCE AMENDING TITLE 19, MAUI COUNTY CODE, ESTABLISHING A REQUIRED NOTICE FOR PROPOSED AGRICULTURAL SUBDIVISIONS

As Introduced by Councilmember Tamara Paltin.

Ms. Jacky Takakura, Planning Director, referring to the Maui Planning Commission, a proposed bill amending Title 19, Maui County Code, establishing a new notice requirement for proposed agricultural subdivisions. More specifically, the proposed bill as initiated by County Council through Resolution No. 26-68, CD1 would require a subdivider of agricultural land to provide notification of the subdivider’s intent to subdivide a lot to lessees of the lot and to nearby residents. 3. A BILL FOR AN ORDINANCE AMENDING TITLE 19, MAUI COUNTY CODE, TO ALLOW FOR THE AMENDMENT OF CERTAIN DEVELOPMENT STANDARDS WITHIN THE MAUI RESEARCH & TECHNOLOGY PARK DISTRICT

Ms. Jacky Takakura, Planning Director, referring to the Maui Planning Commission a proposed bill to amend Chapter 19.38, Maui County Code, relating to the Maui Research & Technology Park District. The proposed bill was initiated by the Maui County Council through Resolution No. 26-79, FD1, and would amend certain development standards, acreage allocations, permitted uses, and incorporate other amendments to enhance flexibility in developing the District. The subject public hearing will be conducted in accordance with Hawai’i Revised Statute Chapter 91, the Maui County Code and Rules of the Maui Planning Commission. Information pertaining to the subject applications may be obtained from the Maui County Planning Department, 2200 Main Street, Suite 315, Wailuku, Maui or by email at planning@mauicounty.gov.

Petitions to intervene shall be in conformity with Section 12-201-20 of the Rules of Practice and Procedure for the Maui Planning Commission and shall be filed with the Commission and served upon the applicant no less than ten (10) days before the first public hearing date. Filing of all documents to the Commission is c/o the Maui Planning Department, 2200 Main Street, Suite 315, Wailuku, Maui, Hawai’i 96793. The deadline for the filing of a timely petition to intervene if the first public hearing date is on September 8, 2026, is August 24, 2026.

All testimony regarding the subject applications may be filed prior to the date of the hearing by providing 15 copies of said written testimony to the Department of Planning by mail at: Planning Department, 2200 Main Street, Suite 315, Wailuku, Hawai’i 96793 or online via the Dropbox links posted below each item above. Written testimony should be submitted two business days prior to the public hearing to ensure distribution to the commissioners; however, testimony submitted after such date will still be accepted by the Board until the closing of public testimony at the hearing. Further information will be provided on the posted meeting agenda.

Any person requesting accommodations due to disabilities must call (808) 270-7735 at least three days before the date of the scheduled public hearing. For requests received sooner than three days prior to the hearing, every attempt will be made to accommodate the request, but it cannot be guaranteed.
