NOTICE TO BIDDERS
INVITATION FOR BIDS
MOBILE FOOD TRUCK CONCESSIONS
ISLAND OF HAWAII
The State of Hawaii, Board of Land and Natural Resources (BLNR), is issuing multiple Invitations for Bids (IFB) to qualified parties interested in operating Mobile Food Truck Concessions at various State Parks on the Island of Hawaii, including Kekaha Kai State Park, Wailuku River State Park, Wailoa River State Recreation Area, and Akaka Falls State Park, pursuant to Chapter 102, Hawai’i Revised Statutes (HRS).
Prior to submitting a bid, prospective bidders must meet the minimum qualifications set forth in the IFB, submit a written Notice of Intention to Bid no later than August 14, 2026, and a completed Qualifications Questionnaire no later than August 28, 2026, to the Department of Land and Natural Resources (DLNR), Division of State Parks (DSP), Attention: Ms. E. Keiki Kipapa at the Kalanimoku Building, 1151 Punchbowl Street, Room 310, Honolulu, HI 96813.
Sealed Bid Proposals are due no later than 4:00 PM Hawaii Standard Time (HST) on September 14, 2026. All bids must be accompanied by a bid deposit in accordance with Section 102-6, HRS. Sealed bids will be publicly opened at
9:00 AM HST on September 15, 2026, at the Kalanimoku Building, 1151 Punchbowl Street, Room 310, Honolulu, HI 96813.
