NOTICE IS HEREBY GIVEN of the following matter to be considered by the Leeward Planning Commission of the County of Hawaii in accordance with the provisions of Chapters 91 and 92, Hawaii Revised Statutes, Section 6-7.5(a) of the Charter of the County of Hawaii, and the Planning Commission’s Rules of Practice and Procedure.

The agenda is amended to add the following to APPROVAL OF MINUTES:
Review and approval of corrected April 23, 2026 Leeward Planning Commission minutes.
The agenda is amended to delete the following as NEW BUSINESS as Item No. 2 and renumber all subsequent items.
2. APPLICANT: KONA AERIAL GYMNASTIC TEAM INC. (PL-SPP-2026-000128)
Application to allow a 12-month time extension to Condition No. 6 (Secure and Finalize all Building Permits) of Special Permit No. 21-000227 which was issued to legitimize the operation of a youth gymnastic and sports fitness facility and related improvements on an approximately 2.3-acre portion of a larger 23.738-acre property in the State Land Use Agricultural District. The subject property is located at 75-476 Hualalai Road, approximately 700 feet east of its intersection with Queen Ka’ahumanu Highway, Wai’aha 1st, Puapua’anui 1st, North Kona, Hawai’i, TMK: (3) 7-5-017:044 (por).
The agenda is amended to add the following as OLD BUSINESS as new Item No. 4.
4. INITIATOR: COUNTY COUNCIL (PL-CCI-2026-000016)
Bill 147, an ordinance amending Chapter 2 (Administration), Article 7 and Chapter 25 (Zoning), Article 1, Article 2, Article 4, Article 5 and Article 7 of the Hawai’i County Code (2016 Edition, as amended), relating to transient accommodations; repealing Sections 25-4-7 and 25-4-16 through 25-4-16.3, repealing existing provisions relating to bed and breakfast establishments and short-term vacation rentals; and establishing a new regulatory framework for transient vacation rentals, including bed and breakfast uses, with provisions relating to permitted uses, permitting, enforcement, and operational standards.
