1. Resolution 26-129 – Confirming the nomination of Krishna F. Jayaram to serve as the Managing Director of the City and County of Honolulu.

2. Resolution 26-130 – Confirming the reappointment of Ms. Melanie Islam to serve on the Climate Change Commission of the City and County of Honolulu.

3. Resolution 26-154 – Confirming the appointment of Shannon Smith to serve on the Board of Review I for real property tax appeals of the City and County of Honolulu.

4. Resolution 26-155 – Confirming the appointment of Shannon Alivado to serve on the Grants in Aid Advisory Commission of the City and County of Honolulu.

5. Bill 18 (2026), CD1 – Relating to affordable housing. (Amending provisions relating to affordable rental housing.)

6. Bill 29 (2026) – Relating to real property taxation. (Amending provisions related to real property tax exemptions.)

7. Bill 30 (2026), CD1 – Relating to public parks. (Amending provisions relating to the use of public parks in the City and County of Honolulu.)

8. Bill 31 (2026), CD1 – Relating to cultural sites in public parks. (Amending provisions related to cultural sites in public parks.)

9. Bill 32 (2026), CD1 – Relating to public parks, recreational facilities, and botanical gardens. (Amending provisions related to public parks, recreational facilities, and botanical gardens.)

10. Bill 33 (2026), CD1 – Relating to funds. (Amending provisions related to City and County of Honolulu funds.)

11. Bill 35 (2026) – Relating to streets, sidewalks, malls, and other public places. (Amending and repealing certain outdated, obsolete, or unnecessary provisions relating to curbside tellers.)

12. Bill 40 (2026), CD1 – Relating to real property taxation. (Addressing real property taxation.)

13. Bill 41 (2026) – Relating to transportation. (Addressing vehicles and transportation devices.)

Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a three-minute presentation.

As both English and Hawaiian are official languages of the State of Hawai’i, pursuant to Article XV, Section 4 of the Hawai’i State Constitution and Section 1-13 of the Hawai’i Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ‘Olelo Hawai’i, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

information will be provided upon registration. Testifiers are encouraged to register/submit testimony at least 24 hours prior to the meeting.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.

Persons wishing to testify in the Council Chamber are requested to register by
10 a.m. by filling out the registration form in person. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.
