NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Department of Enterprise Services of the City and County of Honolulu, pursuant to the provisions of Chapter 91, Hawai’i Revised Statutes, as amended, will hold a public hearing in Hawai’i Suites #10, Neal S. Blaisdell Center, 777 Ward Avenue, Honolulu, Hawai’i 96814, on Thursday, July 30, 2026, at 4:00 p.m., to consider the repeal of existing Chapter 12-1 under Subtitle 3 (Honolulu Zoo) and the adoption of new Chapter 12-30, City and County of Honolulu Administrative Rules, entitled “Honolulu Zoo Admission.”
The existing rules for Title 12, Department of Enterprise Services, Subtitle 3, Honolulu Zoo, Chapter 1, Admission Fees, City and County of Honolulu Administrative Rules, are proposed for repeal in their entirety, to be replaced by new rules identified as follows, promulgated by the Department of Enterprise Services, City and County of Honolulu: Chapter 12-30 Honolulu Zoo Admission.
The proposed rules address the purpose of the chapter; define key terms including Resident of Hawai’i, Nonresident of Hawai’i, United States Military, and Daily admission; and establish provisions governing availability of exhibits and areas, closures and restrictions, capacity limits, re-entry, refunds and rescheduling, hours of operation, verification of residency, military status verification, and daily admission. The proposed rules also establish admission fees for Residents of Hawai’i, Nonresidents of Hawai’i, and United States Military personnel, as well as fees for special activities and events. Additionally, the proposed rules govern transaction fees and the authorization of admission sellers.

All interested persons are urged to attend the public hearing and present data, views, or arguments in the time limit provided, for consideration by the Department of Enterprise Services.

A copy of the proposed rules to be adopted will be mailed at no cost to any person who submits a written request to the Department of Enterprise Services, 777 Ward Avenue, Honolulu, Hawai’i 96814. The proposed rules to be adopted may also be reviewed in person at that address starting today and up until the day of the public hearing, on business days during the hours of 7:45 a.m. to 4:30 p.m.
