NOTICE OF PUBLIC COMMENT
on the Draft Annual Action Plan for Program Year 2019
and Draft Substantial Amendment No. 2 to the PY2018 Annual Action Plan

Pursuant to 24 CFR Part 91, the Hawaii Housing Finance and Development Corporation (HHFDC), Department of Business, Economic Development and Tourism, State of Hawaii, gives notice that a draft Consolidated Plan Annual Action Plan (AAP) for program year July 1, 2019 – June 30, 2020 (PY2019) has been prepared. The HHFDC is making the document available for review and comment.

The purpose of the Consolidated Plan and the AAP is to ensure that jurisdictions receiving federal assistance plan for the housing and related needs of low- and moderate-income families in a way that improves the availability and affordability of decent, safe, and sanitary housing in suitable living environments. To receive funding under certain U. S. Department of Housing and Urban Development (HUD) programs, the State must have a housing strategy that has been approved by HUD.

The HHFDC administers HUD’s HOME Investment Partnerships (HOME) and Housing Trust Fund (HTF) programs. The State’s Department of Human Services’ Benefits, Employment and Support Services Division (DHS-BESSD) administers HUD’s Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) programs. HHFDC and DHS-BESSD completed the draft PY2019 AAP to prepare for proposed projects and programs supported with HOME, HTF, ESG and HOPWA funds. The draft PY2019 AAP includes information on available resources and a description of the State’s method for disbursing funds to local governments and non-profit organizations to carry out activities to address the priority of needs.

HHFDC also gives notice of a draft Substantial Amendment No. 2 to its PY2018 AAP to identify a homeownership activity in the County of Hawaii, using PY2018 HOME Community Housing and Development Organization funds, and to include the activity in the PY2018 AAP. The activity will use HOME funds for the development of three homeownership units, using the self-help building method.

The draft PY2019 AAP and draft Substantial Amendment No. 2 to the PY2018 AAP are available for review at regional libraries and may be accessed from HHFDC’s website at http://hawaii.gov/dbedt/hhfdc. Interested persons are invited to provide written comments on the draft PY2019 AAP and the draft Substantial Amendment No.2 to the PY2018 AAP to HHFDC at the above address by April 21, 2019 at 4:00 p.m. Written comments may also be submitted via fax to (808) 587-0600 or emailed to hhfdc.consolidatedplan@hawaii.gov by 4:00 p.m. on April 21, 2019. All written comments will be considered in preparing the final AAP for PY2019 and Substantial Amendment No. 2 to the PY2018 AAP.
