HOME Investment Partnerships (HOME) Program
City Permanent Supportive Housing (PSH) Program using
HOME Tenant Based Rental Assistance (TBRA) and City General Funds
The City and County of Honolulu’s (City) Department of Community Services, through the Department of Budget and Fiscal Services Purchasing Division, is seeking proposals from qualified agencies for the City’s Permanent Supportive Housing (City PSH) Program that is a mix of HOME TBRA and City General Funds.
The City PSH is expected to serve 100 households that are experiencing homelessness. The awarded proposal will continue to serve the households of the City’s Housing First Initiative III program while enrolling new households into the new City PSH program as spaces open up. A total of $1.5 million in HOME TBRA funds are anticipated to be made available for the rental assistance with an additional $1.1 million in City General Funds for supportive services. A printed copy of the RFP will be made available upon request from the Division of Purchasing, Department of Budget and Fiscal Services, 530 South King Street, Room 115, City Hall, Honolulu, Hawai’i 96813. Written requests for clarifications shall be submitted by email to bfspurchasing@honolulu.gov by the date and time as stated in the RFP packet.
Completed applications must be submitted and time-stamped by 10:00 AM on Monday, June 15, 2026 to the Division of Purchasing, Department of Budget and Fiscal Services at the above address.
