NOTICE IS HEREBY GIVEN of a public hearing to be held by the Planning Commission of the City and County of Honolulu:

PLACE: Remote Meeting, with an in-person public meeting location at the
Fasi Municipal Building, 6th Floor Conference Room, 650 South King Street, Honolulu, Hawai’i 96813

DATE: Wednesday, February 4, 2026
TIME: 1:30 p.m.

The meeting of the Honolulu Planning Commission will be conducted as a remote meeting using interactive conference technology with one in-person meeting location open to the public as follows:
Planning Commissioners, Planning Department staff, parties to agenda items, and resource individuals may appear via WebEx remote technology (details below)
A recording of the meeting will also be posted at a later date
If any major and insurmountable technical difficulties are encountered during the meeting, the Planning Commission will automatically recess for up to thirty (30) minutes to restore communication. The meeting will reconvene when either audiovisual or audio-only communication is established with the same WebEx link below. If it is not possible to reconvene the meeting as provided within thirty (30) minutes after an interruption to communication, the Planning Commission will continue all matters and reconvene at the next scheduled Planning Commission meeting

RESOLUTION NO. 25-51 (RESOLUTION), PROPOSING AN AMENDMENT TO CHAPTER 21, REVISED ORDINANCES OF HONOLULU 2021 THE LAND USE ORDINANCE (LUO), RELATING TO TRANSIT-ORIENTED DEVELOPMENT (TOD)

The City Council initiated a proposal to amend the LUO, Relating to Transit- Oriented Development (TOD).

Resolution No. 25-51, relating to Transit-Oriented Development (TOD), which proposes amendments to various LUO sections relating to TOD. The main change proposed in the Resolution is to add gray water reuse systems to the examples of community benefits that may be consider when applying for a TOD Special District (SD), Planned Development-Transit (PD-T), and Interim Planned Development – Transit (IPD-T) Permits. The other proposed changes are intended “to clarify and make conforming amendments to provisions relating to development within the neighborhood TOD plan areas and the TOD SD.”.

The DPP supports these changes for consistency and finds the other proposed grammatical changes are acceptable.

The Commission may convene in Executive Session, pursuant to HRS §92- 5(a)(4), to consult with its attorney regarding the Commission’s powers, duties, privileges, immunities, and liabilities related to any item on this agenda.

Oral testimony via phone or Webex: To provide oral testimony during the online meeting via phone or Webex, we suggest you register in advance by 4:30 p.m. on Tuesday, February 3, 2026, by emailing your name, phone number, and include in the subject line “register to testify” to dpppcmailbox@honolulu.gov

Public testimony will be accepted at the hearing. Written testimony may be submitted by one of the following options: 1) Email: dpppcmailbox@honolulu.gov; 2) Fax: (808) 768-6743; or 3) Mail: Planning Commission, 650 South King Street, 7th Floor, Honolulu, Hawaii 96813. Written testimony submitted at least two (2) business days before the hearing will help to ensure distribution to and review by the Commission. Testimony submitted after that time will still be accepted. Attendance at the public hearing is not necessary to submit written testimony. Persons wishing to present oral testimony, please register on-site on the day and time of the hearing. Ten (10) copies are requested, if submitting written testimony on-site on the day of the hearing.
