NOTICE OF PUBLIC HEARING

APPLICATION OF HAWAII WATER SERVICE COMPANY
(Kapalua Water and Wastewater Divisions)
FOR APPROVAL OF A GENERAL RATE INCREASE.

The STATE OF HAWAII PUBLIC UTILITES COMMISSION (“Commission”), pursuant to Hawaii Revised Statues (“HRS”) §§ 269-12 and 269-16, HEREBY GIVES NOTICE that it will hold a public hearing regarding Hawaii Water Service Company’s (“Hawaii Water”) request for a rate increase and certain tariff changes for its Kapalua Water and Wastewater Divisions, as stated in its Application for Approval of a General Rate Increase (“Application”) filed on November 12, 2025. The public hearing will be held as follows:

All interested persons are invited to attend the public meeting to state their views on Hawaii Water’s Application. Anyone intending to provide comments orally is requested to sign-in at the entrance to the meeting.

Motions to Intervene or Participate in this proceeding shall comply with subchapter 4, Rules of Practice and Procedure Before the Public Utilities Commission, Hawaii Administrative Rules, Title 16, Chapter 601. A motion to intervene or participate in this proceeding shall be filed with the Commission’s Honolulu Office by February 12, 2026.

HAWAII WATER’S APPLICATION
Hawaii Water is a public utility that provides potable and/or non-potable water and wastewater treatment services to approximately 1,500 customers in Kapalua, Maui. On November 12, 2025, Hawaii Water filed its Application requesting a total revenue increase of $2,220,655, or a 59% increase over revenue at current effective rates, which incorporates a rate of return of 7.46% on its rate base. The Company also seeks approval of a Power Cost Charge pass-through, Tax Cuts and Jobs Act tariff sur-credit, and Watershed Purchase Rider. The Watershed Purchase Rider would allow Hawaii Water to directly pass on to customers, via a separate line item on customer bills, charges for water that Hawaii Water purchases from the Maui Land and Pineapple watershed.
The Commission will investigate whether Hawaii Water’s proposed relief is just and reasonable. The foregoing is a brief summary of the requests included in the Application.
