PUBLIC NOTICE OF
WASTEWATER MANAGEMENT PERMIT NO. HI26WWIP213
Pursuant to Hawaii Revised Statutes Section 342D-6(f), the State Department of Health (DOH) seeks written comments from interested person(s) regarding the following wastewater management permit for a biosolids reuse facility and/or operation. The permit is for a maximum of five (5) years, pursuant to Hawaii Administrative Rules, Chapter 11-62, “Wastewater Systems”.
DOH tentatively proposes to issue a wastewater management permit for the processing of wastewater sludge for biosolids reuse to the City and County of Honolulu Department of Environmental Services located at 91-2060 Franklin D. Roosevelt Avenue, Kapolei, Hawaii. The facility, where this activity will occur, is located at 55-280 Kamehameha Highway, Laie, Hawaii and TMK: (1) 5-5-006:003.
The permit application is for the operation of a composting facility to receive thickened wastewater sludge from the adjacent treatment works and to produce compost that meet the biosolids classification of “exceptional quality sludge”. This classification means that the biosolid has met all relevant vector reduction, Class A pathogen reduction, and pollutant limits. As a result, the compost may be beneficially used to condition the soil or fertilize crops and other vegetation.

Persons that want to comment on this public notice or request a public hearing should submit their comments or requests in writing to Attn: Christopher Hakoda, State of Hawaii, Wastewater Branch, 2827 Waimano Home Road #207, Pearl City, Hawaii 96782. Any requests for public hearing must state the nature of the issues proposed to be raised in the hearing. DOH will consider all written comments and requests received within thirty (30) days of this notice. If warranted, DOH may hold a public hearing on the application after receipt of related documents and written comments, if any.
