PUBLIC NOTICE
PLANNING DIRECTOR INITIATED INTERIM AMENDMENTS OF THE
COUNTY OF HAWAI’I GENERAL PLAN
COUNTY OF HAWAI’I

NOTICE IS HEREBY GIVEN that the Planning Director is initiating an interim amendment of the County of Hawai’i General Plan 2045, adopted on June 26, 2026, by Ordinance 26-46, pursuant to sections 3-15 and 6-7.2(b)(2) of the Charter of the County of Hawai’i.
Director-Initiated Interim Amendments: Pursuant to Planning Department Rule 4-6, the Planning Director may initiate proposed amendments to the General Plan in accordance with the following procedures:
(a) The Director shall provide notice of the proposed amendment to the Commission, Council and the general public. The notice shall state:
(1) A description of the proposed amendment;
(2) The ability for the public and Council to provide their input to the Director within 45 days after the date of the notification.
(b) The Director, upon completion of the review, shall submit the proposed amendment to the Council through the Commission.
Proposed Amendments: The proposed amendments include narrative, policies, actions, and Land Use Maps as follows:
Several edits to fix spelling and grammatical errors;
Adding and amending definitions in the glossary;
Adding narrative, amending objective 1, adding and amending policies and actions of Biocultural Stewardship 2.1;
Amending narrative and policies of Addressing Climate Change for Island- Wide Health 3.1;
Amending narrative, adding and amending policies and actions of Land Use 4.1;
Amending Land Use Maps A and F;
Adding and amending policies and actions in the Transportation Access and Mobility section 4.2;
Amending narrative, adding and amending policies of Public Utilities 4.3;
Amending policies in Public Facilities and Services 4.4;
Adding and amending policies and actions in Housing for All 4.5;
Adding and amending policies and actions in Integrated Systems 4.6;
Adding and amending policies in Agricultural and Food Systems 5.3; and
Amending narrative in Implementation 6.1, 6.2, 6.3 and 6.4.
Comment period: This notice establishes a 45-day period for the public and Council to provide their input to the Director by October 19, 2026.
Copies of the proposed amendments to the General Plan are on file and available for inspection during office hours in the Planning Department, Aupuni Center, 101 Pauahi Street, Suite 3, Hilo, Hawai’i 96720, and in the Planning Department’s West Hawai’i Office, 75-5706 Kuakini Highway, Suite 109, Kailua-Kona, Hawai’i 96740. In addition, the proposed amendments may be viewed at the County of Hawai’i website (www.cohplanningdept.com/generalplan).
