STATE OF HAWAII
DEPARTMENT OF HAWAIIAN HOME LANDS

Pursuant to Section 171-95.3, Hawaii Revised Statutes, as amended, the Department of Hawaiian Home Lands (DHHL) is issuing this notice to other interested renewable energy producers that DHHL is in receipt of an unsolicited proposal to develop a renewable energy project on Kalaeloa, Honouliuli, ‘Ewa, Island of O?ahu.

Individuals, partnerships, corporations, limited liability companies or other businesses interested in the renewable energy project on the subject Property described below shall have thirty(30) days from the date of this “NOTICE TO INTERESTED RENEWABLE ENERGY PRODUCERS” is published, that date being September 4, 2026, in which to present their comments or proposals for DHHL consideration.

Subject Property: 97.54 acres of land located in Kalaeloa, O’ahu

HRS section 171-95.3 requires the following information be submitted as part of the proposal for the Hawaiian Homes Commission’s evaluation, as assisted by the department of business, economic development, and tourism:
(1) A timeline for completion of the project;
(2) A description of a financial plan for project financing;
(3) A description of the conceptual design of the project;
(4) A description of the business concept for the project; and
(5) A description of landscape and acreage requirements including public and private lands.

The evaluation of proposals will be subject to the public process required under HRS section 171-95.3, as amended.
