Notice is hereby given that the County of Hawai’i, in conjunction with the Federal Highway Administration (FHWA) and the State of Hawai’i Department of Transportation (HDOT), propose a project to complete shoulder improvements along portions of both Kawili Street and Manono Street on the island of Hawai’i. This federally funded State project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).
The undertaking will consist of constructing new concrete sidewalks, aprons, driveways, and curb ramps along a 1.3-mile-long section of Kawili Street and a 0.75-mile-long section of Manono Street in the town of Hilo. The undertaking will also include the reconstruction of the roadway pavement, pavement striping and marking, adjusting utility boxes, and adding new drainage structures to the ROW. Staging of equipment and material will only occur in paved, previously disturbed areas within the County ROW.
The proposed Area of Potential Effects (APE) includes a 1.3-mile-long section of Kawili Street extending between Mamalahoa Highway and Hale Alahonua Apartments on the University of Hawai’i Hilo campus and a 0.75-mile-long section of Manono Street extending between East Lanikaula Street and Kawili Street. The Kawili Street and Manono Street ROWs consist of 40-foot-wide corridors. The APE also includes portions of 32 residential and commercially zoned parcels adjacent to Kawili Street and Manono Street. The overall APE encompasses approximately 11.5 acres. The ground in this area has been previously disturbed by the construction of both roadways and the adjacent residential and commercial development.
