NOTICE OF PUBLIC HEARING
MAUI PLANNING COMMISSION
The Maui Planning Commission of the County of Maui hereby gives notice of a public hearing on September 22, 2026, commencing at 9:00 a.m., or as soon thereafter as is practicable either at the Planning Department Conference Room, Kalana Pakui Building, 250 South High Street, Wailuku, Maui, Hawai’i 96793 and also via a videoconferencing platform, on the following matter:
PUBLIC HEARING
PROPOSED BILLS TO CHANGE THE KIHEI-MAKENA, PA’IA-HA’IKU, HANA AND WEST MAUI COMMUNITY PLANS AND COMMUNITY PLAN LAND USE DESIGNATIONS FOR SPECIFIC PROPERTIES, AND TO CHANGE THE ZONING DISTRICT DESIGNATIONS FOR SPECIFIC PROPERTIES
Ms. Jacky Takakura, Planning Director, transmitting Council Resolutions 26-110 and 26-111, referring to the Maui Planning Commission proposed bills for County Council initiated changes to the Kihei- Makena, Pa’ia-Ha’iku, Hana and West Maui Community Plan land use designations for specific affected properties, and incorporating changes to the text within said Community Plans to reference the H-3 and H-4 zoning districts. The proposed bills also include related County Council initiated changes to the zoning district designations of specific affected properties currently located within the A-1 or A-2 Apartment zoning districts and a split-zoned property located in the M-1 Light Industrial/A-2 Apartment zoning district, to either the H-3 or H-4 Hotel zoning districts. According to Resolution 26- 110, these proposed changes would affect certain timeshare, leasehold, and other properties, while according to Resolution 26-111 these proposed changes would affect certain properties currently operating like hotels. The subject public hearing will be conducted in accordance with Hawai?i Revised Statute Chapter 91, the Maui County Code and Rules of the Maui Planning Commission. Information pertaining to the subject applications may be obtained from the Maui County Planning Department, 2200 Main Street, Suite 315, Wailuku, Maui or by email at planning@mauicounty.gov.
Petitions to intervene shall be in conformity with Section 12-201-20 of the Rules of Practice and Procedure for the Maui Planning Commission and shall be filed with the Commission and served upon the applicant no less than ten (10) days before the first public hearing date. Filing of all documents to the Commission is c/o the Maui Planning Department, 2200 Main Street, Suite 315, Wailuku, Maui, Hawai’i 96793. The deadline for the filing of a timely petition to intervene if the first public hearing date is on September 22, 2026, is September 8, 2026.
All testimony regarding the subject applications may be filed prior to the date of the hearing by providing 15 copies of said written testimony to the Department of Planning by mail at: Planning Department, 2200 Main Street, Suite 315, Wailuku, Hawai’i 96793 or online via the Dropbox links posted below each item above. Written testimony should be submitted two business days prior to the public hearing to ensure distribution to the commissioners; however, testimony submitted after such date will still be accepted by the Board until the closing of public testimony at the hearing. Further information will be provided on the posted meeting agenda.
Any person requesting accommodations due to disabilities must call (808) 270-7735 at least three days before the date of the scheduled public hearing. For requests received sooner than three days prior to the hearing, every attempt will be made to accommodate the request, but it cannot be guaranteed.
