O’AHU HISTORIC PRESERVATION COMMISISON
PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN of a public hearing to be held by the Department of Planning and Permitting (“DPP” or “department”) of the City and County of Honolulu, pursuant to §91-3 and §92-41 Hawai’i Revised Statute (“HRS”) for the purpose of adopting Title 20 DPP Administrative Rules, Chapter 32 Rules Governing the O’ahu Historic Preservation Commission (“OHPC” or “Commission”). The hearing will be held at the following time and location:
PLACE: Remote Meeting, with an in-person public meeting location at the Fasi Municipal Building, 6th Floor Conference Room, 650 South King Street, Honolulu, Hawai’i 96813
DATE: Friday, September 11, 2026
TIME: 10:00 a.m.
The purpose of this public hearing is to adopt the proposed Title 20, DPP Administrative Rules, Chapter 32 Rules Governing the OHPC, hereinafter referred to as “Rules.”
The Rules will govern the implementation of the Commission’s program and for the administration and enforcement of the City’s historic preservation program. The details of the proposed Rules are as follows:
Subchapter 1 – General Provisions: Purpose and Definitions;
Subchapter 2 – Organization and Parliamentary Rules: Officers, Presiding Officer and their Duties, Meetings, General Proceedings, Quorum, Motion, Questions of Order, Voting, and Disclosure of Conflict of Interest;
Subchapter 3 – Review of Hawai’i and National Registers of Historic Places Nominations: Nominations to the Hawai’i and National Registers, Notice to the Commission, Review of Nominations to the Hawai’i and National Registers, and Appeals;
Subchapter 4 – O’ahu Historic Inventory: Maintain a Historic Property Inventory, Criteria for decisions; considerations, Withholding Sensitive Information, and System Integration with Department Processes;
Subchapter 5 – General Requests for Review and Comment by the Commission: Requests for Commission Review and Comment, Contents of Requests, Consideration of Requests, Commission Review of Requests, and Appeals;
Subchapter 6 – O’ahu Historic Preservation Action Plan: Adoption of a Citywide Historic Preservation Action Plan; and
Subchapter 7 – Certified Local Government Grant Program: Administration and Selection of Local Historic Preservation Projects: Purpose, Criteria, Grant Applications, Selection, and Appeals.
Public testimony will be accepted at the hearing. Written testimony may be submitted by one of the following options: 1) Email: dpp-ohpc@honolulu.gov, 2) Fax: (808) 768-6743, or 3) Mail: O’ahu Historic Preservation Commission, 650 South King Street, 7th Floor, Honolulu, Hawai’i 96813. All interested persons are invited to attend and submit data, views or arguments with respect to the proposed rules, either orally or in writing. All written and oral submissions will be fully considered. Those persons desiring to testify may register prior to the public hearing at the public hearing site and are encouraged to submit one copy of their testimony in writing.
